Other Conflicts of Interest
State and university requirements for conflicts of interest (COI), conflicts of commitment (COC) and nepotism include, but are not limited to:
- Conflicts of Interest and Commitment Policy 1Q9
- Policy on Outside Employment for Faculty, Personnel Policies, II 26
- Policies for Civil Service Employees Chapter 3 Employment Rights and Responsibilities
- Nepotism Policy, Personnel Policies I-4
- Policies for Civil Service Employees Chapter 2 Employment Policies
- Policy 4B3 Student Employment.
Per these requirements, employees must ensure that their outside obligations, financial interests, and activities or relationships do not conflict or interfere with their commitment to the integrity of projects, sponsors, the University and public interest.
To ensure this objectivity, members of SIUE are expected to:
- prevent individual and institutional COI and COC in their assigned duties for the University
- disclose potential COI and COC
- adhere to any requirements created to manage or eliminate COI and COC
- ensure personal relationships do not interfere with objective judgment in decisions affecting university employment or the academic progress of a student and
- ensure their assigned duties for the University receive their full effort, attention and commitment.
Prior approval for activities that are or have the potential to be conflicts of interest and commitment, including non-university employment, is obtained through an integrated COI and COC Disclosure Form within Kuali Research. The annual report for outside employment by faculty and nepotism plans are also submitted through Kuali Research.
Disclosure and Reporting Procedures
1. The employee is responsible for submitting a completed online SIUE Conflict of Interest/Conflict of Commitment Disclosure to:
- disclose and obtain approval for their activities that are related to the employee’s institutional responsibilities
- for faculty, report your outside employment here each year in which you have outside employment
- submit for approval a nepotism management plan prior to working with an individual with whom a personal relationship may result in or be perceived to result in favoritism
2. Complete the disclosure. Log in with your e-ID and password. The page you will land on will show your previous disclosures. If you need to update a disclosure, click on the top disclosure listed. Kuali Research assistance is also available
- If you have never disclosed before, the page you land on will have a "+Create Disclosure" option. Click on it to begin your disclosure.
- There may be updates to the form since the last time you submitted a disclosure. If we have made updates, the page you land on will have an "Update disclosure" button on the top left of your screen. If you click that you will be taken to the most recent version of the form. (Note, if that is not on your page, we have not made any updates and you can just click into your most recently approved disclosure to begin).
3. Disclosure(s) must be updated at least annually for outside employment and as needed for changes in activities that do or may result in COI/COC or favoritism.
