Job Description
The Fellow will provide specialized skills and knowledge to be applied to research and development of ongoing externally funded projects with the National Geospatial-Intelligence Agency (NGA) and the Illinois Department of Natural Resources (IDNR). In addition, the Fellow will support other Department of Defense (DoD) research under the umbrella of NGA’s recently signed Cooperative Research and Development Agreement (CRADA) with SIUE. The Fellow will also assist with grant writing and provide research assistance on other grants as needed.
Specific Responsibilities:
- Oversee map production of 1:50K Topographic Maps (TM)
- Train undergraduate and graduate students on the map production processes required under NGA guidelines
- Oversee the map sheet production to include: hypsography, hydrography, vertical obstructions, and external marginalia using ArcMap Defense Mapping Toolbox
- Oversee masking and export process of map sheets
- Review quality (QA/QC) of student produced map products prior to initial map lot delivery
- Manage map lot deliveries – request and utilize the DoD safe link for map lot delivery
- Communicate with NGA staff on map sheet progress, map sheet “calls”, map sheet errors, and lot deliveries
- Oversee map sheet revisions following receipt of map sheet calls
- Attend weekly TEMs with NGA staff
- Review and track large-scale QAAG meeting agenda and meeting minutes
- Support GeoMARC Lead Researcher on Task 7.2.1 of the NGA-SIUE CRADA
- Research regional vegetation characteristics in sub-Sahara Africa
- Collect historical satellite imagery over designed study sites
- Use machine learning to characterize important spectral variables for mapping specific land covers
- Use machine learning to map deviations from normal to determine areas of potential vegetation stress
- Develop automated process to continually assess vegetation stress areas in the region of interest
- Support Subsidence Monitoring Response Team IDNR grant
- Support the design and installation of survey points on new subsidence events
- Assist survey program on multi-day, multi-crew surveys
- Assist GeoMARC Director with identifying and responding to industry RFPs
Other duties and responsibilities may be assigned based on the needs and goals of the department.
Minimum Qualifications
- U.S. Citizenship (a requirement to work on Department of Defense contracts)
- A 4-year degree in Geography
- A Master’s of Science in Geography with remote sensing research focused on time series analysis of vegetation indices and their relationship to vegetation stress monitoring
- Educational coursework should include cartography, introductory and advanced Geographic Information Systems (GIS), remote sensing and digital image processing, machine learning, and raster-based GIS
- Completion of NGA’s COLDSTART training
- Minimum 6 months’ work experience with 1:50K Topographic Map Production for NGA that includes overseeing the QA/QC of other team members’ map sheets prior to lot delivery
- Prior software experience using ArcMap Defense Mapping Toolbox, ERDAS IMAGINE (Machine Learning Using Spatial Modeler), ArcGIS Pro Machine Learning Toolbox, WEKA Machine Learning Software, and Python
- Research experience with, and a scientific understanding of, spectrally calibrated imagery used for temporal sequencing related to vegetation monitoring (and the impact of deviations from normal)
- Minimum 3 months’ field experience surveying underground mine subsidence events
