SIUE Solicitation Policy - 6A4

  1. Policy Statement

    This policy places certain restrictions on solicitation within buildings and facilities as well as on the grounds of Southern Illinois University Edwardsville campuses (Alton, East St. Louis and Edwardsville) or under the operating authority of the University to ensure that University employees and students have the opportunity to perform their duties free from intrusions. 

  2. Applicability

    This Solicitation Policy applies to individuals and entities and their representatives, who wish to conduct solicitation on University property.  This Policy is not applicable to University-sponsored vendor fairs, or University organizations, including student organizations and their invited guests. This policy does not apply to non-commercial solicitation by students, which is governed by the SIUE Expressive Activity Policy.
  3. Policy

    To avoid disruption of business operations or disturbance of students, faculty, staff, and visitors, the University has implemented this Solicitation Policy. For purposes of the Policy, “Solicitation” (or “Soliciting”) shall include, canvassing, soliciting or seeking to obtain membership in or support for any non-University organization, political solicitations, requesting contributions, and posting or distributing handbills, pamphlets, petitions, and the like of any kind (“Materials”) on University property. “Commercial Solicitation” means peddling or otherwise selling, purchasing or offering goods and services for sale or purchase, distributing advertising materials, circulars or product samples, or engaging in any other conduct relating to any outside business interests or for profit or personal economic benefit on University property. Solicitation and Commercial Solicitation performed through verbal, written, or electronic means are covered by the Solicitation Policy.

    1. Non-Profit Organizations 

      1. With the exception of University authorized charitable giving campaigns, any charitable organization that wishes to solicit charitable donations must be sponsored by a recognized student organization, or by a University school, college, department, or University Related Organization (URO), and obtain appropriate approval. Student organizations shall obtain approval through the Kimmel Student Involvement Center, and others through the Office of the Vice Chancellor for Administration, which will coordinate with the appropriate University department, if needed. The organization will be provided with a stamp or certification of approval.

      2. Any Solicitation or Commercial Solicitation by a charitable organization at a University athletic event or facility requires the prior approval of the Athletic Department.

    2. For Profit Businesses or Organizations 

      1. Individuals or entities may not engage in Solicitation or Commercial Solicitation (including distributing any kind of written or printed Materials) on University property at any time, without prior approval pursuant to this Policy, through the Office of the Vice Chancellor for Administration (VCA),  through the Office of the Director of the Morris University Center (MUC) for events to be held in the MUC, or through the Athletic Department for events to be held at a University athletic facility.

      2. The University will not approve Commercial Solicitations by vendors that relate to the promotion or consumption of alcoholic beverages or tobacco, or products or services that are contrary to the policies or mission of the University.

      3. This Policy does not prohibit normal business contacts by authorized vendor representatives engaging in business with the University in compliance with other University policies, provided such contacts are made with the consent of University officials.

      4. Vendors approved for vending privileges to the University community may, in the discretion of the Office of the Vice Chancellor for Administration, be permitted to sell their products at restricted locations on campus for a limited number of days per year, provided that they register with the Office of the Vice Chancellor for Administration, and pay any assigned fee.

    3. General Provisions 

      1. Door-to-door solicitation is prohibited.

      2. Solicitations and sales will normally be conducted from a specific agreed upon location.

      3. The requesting organization will be responsible for all set up, clean up, and tear down costs, if any.

      4. The provisions of this Policy shall apply to the School of Dental Medicine (SDM) campus, and the East St. Louis Higher Education Campus (ESLHEC), except that with respect to solicitation in or around SDM buildings, the Dean of the School of Dental Medicine shall replace the VCA. Solicitations planned for the ESLHEC shall be forwarded to the VCA.

      5. Individuals, or entities through their representatives, who engage in Solicitation or Commercial Solicitation, and have not been authorized to do so, shall be considered trespassers. Trespassers violating this Policy who have no affiliation with SIUE will be removed from University  property, given trespass warnings not to return, and may be subject to additional civil or criminal processes.

      6. Reports of violations of this Policy, as well as other inquiries, should be directed to the Office of the Vice Chancellor for Administration.
