Job Description
Function
This position is responsible for developing, planning, and writing grants and budgets, developing materials and projects, managing and coordinating developed or assigned health-, community-, and workforce development-focused projects, research and evaluation activities including needs assessments, demonstrations, or feasibility studies for the purpose of securing external funding to strengthen the region's rural health and community infrastructure. This position is also responsible to represent the SIU System in the southern Illinois region; develop and sustain working relationships among regional stakeholders; and assist with interdepartmental efforts to expand programmatic and clinical efforts in the region.
Organizational Relationship
This position reports to the Directors of the Institute for Rural Health and Office of Community Engagement, who report to the Vice President for Academic Innovation, Planning and Partnerships, who reports to the President. There are no reports to this position.
Duties and Responsibilities
The following information is intended to be representative of the work performed by incumbent in this position and is not all-inclusive. Administration:
- Responsible for overall programming and administration of assigned projects or grants, including but not limited to the FY25 Broadband READY grant (READY), the Developing Capacity in Grant Development and Management for Underserved Communities grant (Capacity), and other projects; ensuring all partners meet specified deliverables and budgets in accordance with subcontract scopes of work.
- Complete reports; assist with fiscal oversight and dissemination of information for assigned projects or grants; complete planning documents and reports as required by funding sources or supervisor.
- Oversee all recruitment, hiring, and training of relevant grant-funded positions, including READY and Capacity projects; provide oversight to staff or students working on READY and Capacity projects, as well as those directed by supervisor or dictated by projects developed.
Research:
- Complete needs assessments, research, and evaluation projects for funded and other projects.
- Prepare and distribute manuscripts and presentations for professional and community distribution.
Service:
- Coordinate and manage activities specific to current grants and new grants/projects developed.
- Plan, develop, and write grants and manage projects for the IRH-OCE.
- Plan, coordinate and manage any sub-grant activities with subcontractors as dictated by grant funded projects.
- Develop and sustain partnerships for grants and projects with community agencies, university faculty and staff, and other potential state, national or international partners.
- Develop positive networking relationships with grant and project partners.
- Provide training and technical assistance as needed in project/grant areas.
- Other duties as assigned by supervisor.
Minimum Qualifications

- Master's degree required in Public Health, Project Management, Education, Administration, Community Development, or related
- Two years' experience in program management, program evaluation, needs assessments, community engagement and development, grant writing, program coordination, group leadership and facilitation, and supervision.
- A broad range of experience in collaboration, partnership and consortium building, and leveraging resources to advance equity.
- An understanding of a variety of health and social service concepts (including but not limited to community health, substance use disorders, rural health infrastructure needs and development including technology, transportation, communication, mental health, substance abuse, policy issues, etc.) and their application to rural health.
- An understanding of the variety of community development concepts (including but not limited to sustainability, inclusivity, social justice, capacity-building, co-creation of knowledge, and shared power) and their application to Southern Illinois communities.
Knowledge Required for the Job

Responsibility
- Supervisory Controls - Incumbent must be able to assume responsibility and work well without supervision. Must use own judgment in most circumstances and set priorities in carrying out duties.
- Guidelines - Incumbent uses knowledge and expertise from prior work experience to perform the duties of this position. Applies knowledge of policies and procedures across the SIU System. Interprets and applies policies and procedures of state and federal granting agencies or commissions.
Difficulty
- Complexity – Incumbent generally has the freedom to act independently in their day-to-day activities and assigned duties. Incumbent must be able to handle several activities/responsibilities simultaneously. Must be able to prioritize, solve complex and ordinary problems, work independently, handle interruptions, be organized and efficient, and interact with units inside and outside the University System. All projects must be completed in a professional and efficient manner. Incumbent must be able to practice and understand the various policies and procedures required by the University System and external organizations.
- Scope and Effect – The purpose of this position is to represent SIU IRH and OCE in the southern Illinois region; develop and sustain working relationships among regional stakeholders; and assist with interdepartmental efforts to expand programmatic efforts in the region. The incumbent’s communication with units inside, outside, and across the University System impacts the overall perception of the IRH and OCE. This position is directly linked to the efficiency of the IRH and OCE and requires a professional, efficient image to maintain a good working relationship with all units involved.
Personal Relationships
The incumbent must interact/communicate with various personalities face-to-face, through phone conversations, written and electronic correspondence, and meetings while dealing with day-to-day tasks. These relationships occur with the SIU system as well as with businesses and governmental agencies on the local, state, and federal levels. The purpose of these contacts would be to provide assistance, resolve discrepancies, coordinate activities, and retrieve/disseminate information.
A positive, courteous, professional, and pleasant image must be maintained to appropriately represent the IRH, OCE, and the SIU System.
Working Conditions/Physical Demands
The incumbent must be adaptable to multiple interruptions and requests while maintaining a pleasant attitude. Incumbent must be able to work in a highly visible capacity. The work of this position is largely outreach related and external to the office setting. Hours of work may occasionally include evenings and/or weekends with overnight travel.
Environmental, Health and Safety Responsibilities
Participates in meetings, trainings and other environmental, health and safety activities as required by the SIU System.
Comments:
This position makes recommendations for hire/fire/salary decisions and disciplinary actions for staff members. This position makes recommendations involving the budget of the grant assigned for coordination and assists with fiscal oversight of said grant. This position makes recommendations regarding IRH and OCE policy.
