Limited Submission: NIH Biomedical Research Environment & Sponsored Programs Administration Development (BRE-SPAD)
NIH's Biomedical Research Environment & Sponsored Programs Administration Development (BRE-SPAD) program's aim is to promote broad participation in biomedical research by supporting resource-limited institutions to conduct research, enhance their research environments, and increase sponsored programs administration capacity (PAR-24-268).
Eligibility
Organizational eligibility for BRE-SPAD is restricted to resource-limited institutions as defined in the Notice of Funding Opportunity: PAR-24-268. SIUE is eligible under the Non-HBCU or Non-Tribal Entity organizations with the following:
- At the time of the application, have not received support from the NIH totaling more than $6 million per year (in both direct and F&A/indirect costs) in 4 of the last 7 fiscal years, excluding C06, S10 and all G activity codes, calculated using NIH RePORTER, see below for instructions on how to determine this; AND
- Have awarded five or fewer biomedical research doctorates (Ph.D.s) on average per year in the most recent five years of data reported in publicly-available NSF NCSES data (see below for instructions on how to determine this).

Only accepting applications that do not propose clinic trials.
There will be optional question and answer office hours on November 13, 2025 from 12-1pm Eastern Time. Registration is not required. The link will be posted on the BRE-SPAD webpage closer to the event. In addition, the BRE-SPAD program webpage has guides and videos that highlight aspects of the program, assistance on how to determine eligibility, information on application preparation and submission, and a suggested list of things to do before applying.
Award Description
This is a cooperative agreement grant. Direct cost should not exceed $500,000 per year. The maximum project period is five years.
Timeline for the SIUE Internal Competition Submission
- Notification of Intent submitted via Kuali Build Application by the fifth Wednesday in October by 4:30 pm.
- Should an internal Competition be required, you will receive an email notification to email your Pre-Submission Materials by the third Wednesday in November by 4:30 pm.
- Internal submissions will be reviewed by an ad hoc committee by the first Wednesday in December. Only one successful SIUE internal applicant will be invited to prepare and submit a full proposal to NIH for consideration.
Selection Criteria for the SIUE Internal Competition
Should an internal Competition be required, you will receive an email notification to email your Pre-Submission Materials (single pdf in order indicated) by 4:30pm on the third Wednesday in November.
Required SIUE Pre-Proposal Materials: (uploaded as a single pdf in order indicated as single-spaced pages at 11 point or larger font with 1-inch margin.)
- Project Summary (max 3 - 5 pages) with emphasis on how the project will address the goals of the BRE-SPAD program.
- References
- Each PI/Co-I must provide a 2-page bio with selected publications and activities that most relate to the projects conducted on this equipment.
- Budget and Budget Justification (limit to 2 single-spaced pages).
Stronger applicants to the SIUE competition will have carefully reviewed the Guidelines and prepared their materials in response to these guidelines. Timeline for Full Submission to NIH
The one successful nominee will work with the SIUE Office of Research and Projects to revise and prepare materials for the external grant submission to NIH. The applicant will revise materials according to the internal reviewers' suggestions. ORP will assist with the proper routing of the grant for internal approvals from the relevant Chairs and Deans, and will work with the applicant to prepare the Grants.gov electronic application package.
- Internal submissions will be reviewed by an ad hoc committee by the first Wednesday in December. Only one successful SIUE internal applicant will be invited to prepare and submit a full proposal to the IAC for consideration.
- By the second Monday in December, proposal to be created in Kuali.
- Full application to be routed in Kuali Research by second Tuesday in January
- The NIH BRE-SPAD proposal must be submitted by the fourth Tuesday in January by 4:30pm.
