Topics in Policy Analysis: Mass Shootings and Public Policy

The Department of Public Administration & Policy Analysis is offering a three-week, three-credit course titled Topics in Policy Analysis: Mass Shootings and Public Policy. The course will take place during the 2019 Winter session from Monday, Dec. 16-Sunday, Jan 5. There are NO required textbooks and no examinations are given in this three week ONLINE course.

The course explores both the context of mass shootings and policies designed to address them. Considerable contextual material is presented along with findings from empirical research. Additionally, the history of mass shootings and their causes is examined with assessments of how the media reports them, which often influences public policy responses. Mass shootings in schools, including universities, are studied and evaluated in the context of various state laws that, either allow or prohibit firearms on their campuses. Finally, the influence of interest groups such as the NRA is examined along with the challenges mass shootings present for law enforcement and other first responders.

The learning objectives for the course:

  • Acquire broad knowledge about the history of mass shooting including law enforcement’s response
  • Differentiate mass shootings from other types of shootings
  • Understand the importance and contribution of empirical research for understanding mass shootings
  • Evaluate the gun industry’s role, if any, with respect to mass shootings
  • Determine the influence of the major gun lobby (NRA) on policies designed to address mass shootings
  • Acquire critical thinking and analytical reasoning skills when evaluating both the facts of mass shootings and related research

The course is being taught by Dr. Morris Taylor who formerly served as both a St. Louis City and St. Louis County Police officer. For more information, please contact Morris Taylor at mortayl@siue.edu.
