Compliance Highlight: The PI’s Role in Export Controls
Posted October 13, 2021
The term “export controls” refers to a set of U.S. laws and regulations that govern exports of certain commodities, technologies and information to anyone overseas or to foreign nationals within the United States. These laws are used to restrict both physical and nonphysical exports of items that could contribute to the military potential of international adversaries, advance U.S. foreign policy goals and protect the U.S. economy.
So, what role does the principal investigator have to ensure compliance with export control regulations? As outlined in the 2019 Export Control Compliance Manual found here, each PI must:
- Understand his/her obligations under the export control laws;
- Assist the Office of Export Compliance in correctly classifying technology and items that are subject to export control laws;
- Assist in developing and maintaining the condition of a technology control plan for any activity, data, or equipment where the need for such a plan is identified;
- Ensure that research staff and students have been trained on the technology plan and on the export control regulations should any apply.
