UNIVERSITY STAFF SENATE

ADMINISTRATIVE STAFF PANEL

OPERATING PAPERS

ARTICLE I – MEMBERSHIP

The Administrative Staff Panel will be comprised of a minimum of two (2) non-represented administrative staff employees and four (4) represented administrative staff employees elected by their respective constituencies in an election conducted by the Election Committee of the University Staff Senate (refer to Article V, Senate Bylaws).

Panel members will serve a term of two years (refer to Article V, Senate Bylaws).

In the event of a vacancy on the panel, the Panel Chairperson, in consultation with the affected Administrative Staff constituent membership of the Senate and the panel, will seek nominations from that constituent group.  The name of the person nominated for the vacancy will be presented to the Staff Senate for ratification at the next scheduled Staff Senate meeting (refer to Article V, Senate Bylaws).

ARTICLE II – OFFICERS

The Chairperson will be a member of the University Staff Senate and will be elected by the Staff Senate by secret ballot (refer to Article VII, Senate Bylaws).

The Assistant to the Chair, appointed by the Panel Chairperson, will record all proceedings of the meeting and distribute copies to members of the Panel and to the Governance Office of the University Staff Senate.

ARTICLE III – PURPOSE

  1. To deal with the welfare and planning concerns of professional staff in those matters not covered by existing negotiated contracts.
  2. To encourage all members of its constituency to actively participate in the University Governance System.

ARTICLE IV – POWERS & FUNCTIONS

The Chairperson of the Administrative Staff panel will report to the Staff Senate on the issues and recommendations of his/her group for review and appropriate action by the Staff Senate (refer to Article V, Senate Bylaws).

The Administrative Staff Panel is an advisory group to the Staff Senate via its Chairperson.

Should an Administrative Staff Panel member wish to personally address the Staff Senate on a particular issue, then the panel member should arrange to do so via the Administrative Staff Panel Chair who shall so notify the President of the Staff Senate.

ARTICLE V – MEETINGS

The Panel will meet quarterly unless there is business or action that needs to be addressed prior to the next quarterly meeting.  The chair will call the meeting each quarter.

ARTICLE VI – COMMITTEES

Committees will be appointed by the Panel and will serve as needed.

ARTICLE VII – REPORTS

The Administrative Staff Panel will submit an annual report to the University Staff Senate at the end of each year.

ARTICLE VIII – AMENDMENTS

Any member of the Panel may propose an amendment to these Operating Papers. A simple majority of Panel members is needed to ratify an amendment.
