The Clery Act requires that institutions disclose statistics for criminal offenses/referrals committed in certain geographic locations associated with your institution that include:
Any building or property owned or controlled by an institution, within the same reasonably contiguous geographical area and used by the institution in direct support of, or in a manner related to, the institution’s educational purposes, including residence halls; and any building or property that is within or reasonably contiguous to paragraph (1) of this definition, that is owned by the institution but controlled by another person, is frequently used by students, and supports institutional purposes (such as a food or other retail vendor).
For purposes of Clery reporting, SIUE considers all buildings, outlying buildings, residential facilities, property, parking lots, roadways, etc. on the Edwardsville campus to be under this category. Incidents occurring in these areas are under the jurisdiction of the SIUE Police Department. An exception to this would be University Park Drive that is policed by Edwardsville Police Department. Any building along with the grounds and parking lot associated with that location on University Park Drive where SIUE students frequent will be considered an on-campus location. All other buildings, roadways, sidewalks, and grounds on University Park Drive would fall under the Public Property category.
The Alton Campus consists of all buildings, roadways, and parking lots associated with the SIU Alton Dental School. Incidents occurring on the Alton Campus are under the jurisdiction of the SIUE Police Department. If response time is critical the Alton Police Department will be dispatched until the SIUE officers arrive at the scene. The Alton Police Department is canvassed each year by the SIUE Police Department to get information on any incidents they responded to on the Alton Campus.
These locations are considered a subset of the on-campus category. Institutions must disclose the total number of on-campus crimes, including those in residential facilities for students on campus, and must also make a separate disclosure limited to the number of crimes occurring in student residential facilities on campus. As a subset, the number of crimes reported for residential facilities must be less than or equal to the number of reported crimes for the on-campus category.
For purposes of Clery reporting, any reportable crime, arrest, or referral that occurs in a Residence Hall or Cougar Village are counted in the on-campus category and then broken out into the residential subset. A reportable event that occurs in a residential parking lot or on the grounds of a residential facility is only disclosed in the on-campus category; do not include them in the residential facility subset. The total number of incidents/arrests/referrals will consist of the on-campus category + the non-campus category + the public property category. (The residential category is counted in the on-campus statistic.)
At this time the Alton campus has no student residential facilities. All residential facilities are on the Edwardsville Campus.
Any building or property owned or controlled by a student organization that is officially recognized by the institution; or any building or property owned or controlled by an institution that is used in direct support of or in relation to, the institution’s educational purpose, is frequently used by students, and is not within the same reasonably contiguous geographic area of the institution.
For purposes of Clery reporting, the East St. Louis Higher Education Campus and the Springfield School of Nursing building are considered to be in the non-campus category. Only incidents occurring in those buildings that are frequented by SIUE students are required to be reported.
Incidents occurring at the East St. Louis Higher Education Campus are under the jurisdiction of the SIUE Police Department. An SIUE satellite police station is located in Building C at the Center and is open 24 hours a day, 265 days a year. It is staffed by SIUE, sworn law enforcement officers.
The SIU School of Medicine Security Department responds to incidents occurring at the Springfield School of Nursing. The City of Springfield Police Department is notified and responds to any incidents involving criminal activity. The Springfield Police Department is canvassed each year by the SIU School of Medicine Security Department to get information on any Clery reportable incidents they responded to at the Springfield School of Nursing.
All public property, which includes thoroughfares, streets, sidewalks, public parking facilities, and public parks that is immediately adjacent to and accessible from the campus.
Each year the SIUE Police Department contacts the Edwardsville Police Department and requests statistics of Clery Reportable incidents that they have responded to in areas immediately surrounding the Edwardsville Campus. This includes but is not limited to any activity on University Park Drive.
For the Alton Campus, statistics are provided by the Alton Police Department for all identified public property that includes roadways, sidewalks, and public parking accessible to the School of Dental Medicine students, Alton, Illinois.
The Clery Act does not require the disclosure of crime statistics for public property that surrounds non-campus buildings or property.
