Questions & Answers

Admissions

Q: What does it cost to attend SIUE?
Click here to view current tuition and fees information.
Q: I just sent in my application. May I register now?
It typically takes 10 working days to notify applicants once an admission file is complete with all required official documents. New freshmen entering SIUE will receive information about Springboard to Success, a mandatory program designed to help new students get started at SIUE and to make the most of their university experience. Visit the Springboard Web site for more information.

Transfer Students

Undeclared transfer students are required to schedule a 1-hour advising appointment with an academic adviser in the Office of Academic Counseling and Advising, www.siue.edu/ADVISING. You will receive specific information about your advising appointment at a time that is appropriate to your first term at SIUE.

If you are transfer student with a declared major, please contact the major department for an advisement appointment. Refer to your Certificate of Admission, which you received at the time of admission, to verify your major field status.
Q: May I fax my transcripts to SIUE?
Faxed transcripts are not considered official. You must have your transcripts mailed directly from the issuing institution to the SIUE Office of Admissions, Box 1047, SIUE, Edwardsville, IL 62026-1047.
Q: I attended more than one college, and all the work from these schools is reflected on my current school’s transcript. Why do I have to provide official transcripts from all my schools?
SIUE requires applicants to provide official transcripts from all schools attended. Each institution determines how to post credit from other institutions (i.e. some post only passing grades).
Q: I don’t want to transfer work from a particular school. Why do I have to send you the transcript?
SIUE bases admission eligibility on a review of all required academic credentials. Course work from a school recognized for transfer credit is a required credential.
Q: I received my transfer credit evaluation. What classes do I have left to take for a degree?
Each student must meet with an academic adviser to register for classes. Your academic adviser will discuss degree requirements with you at that time. (If you need a more immediate response, SIUE’s Transfer Coordinator may be able to help with some general information; however, only an academic adviser can provide specific information.)
Q: What help can be found in Admission Counseling?
Admission requirements for undergraduate students and transfer students, Application for undergraduate admission, Scholarship information, Check admission status, Class schedules, Application fee waiver, Placement test information and registration, Springboard to Success information and registration.
Q: Can I apply online?
Yes, apply at www.siue.edu/apply.
Q: Is there an application fee?
The application fee is $30. It is payable by cash, check, MasterCard, VISA and Discover (online). Payment may be made in person, online, or by mail. (See www.siue.edu/BURSAR for details.)
Q: When is the application deadline?

For Admissions application deadlines, see details at http://www.siue.edu/apply/deadlines.shtml.

For Scholarship application deadlines, see details at http://www.siue.edu/financialaid/scholarships/institutional.shtml.

Q: Where do I park when visiting campus?

Guests of the office of Admissions may park in designated spots in front of Rendleman Hall on Hairpin Drive. A parking pass is available in the Admission Counseling office if visitors take a guided tour of the campus.

Visitors to campus should park in the Visitor Pay Lot - Lot B. The charge for this lot is $.75 per hour for each of the first two hours and then $1.00 per hour up to a maximum of $7.50.

Q: What do I see on a campus tour?
The 1-1⁄2 hour campus tour is conducted by student tour guides called STARs and leaves from Admission Counseling. It is a walking tour of campus that includes a tour of a residence hall.

Changes

Q: How do I change my address with the University?
You can change your address by completing a Personal Data Form at the Service Center, Rendleman Hall, Room 1309; calling the Office of the Registrar at (618) 650-2290; mailing or faxing a written request to the Office of the Registrar; or you can change your local address on CougarNet. You should indicate what your billing address, local address, and permanent addresses should be in your request. Please note that changing your permanent address to an out-of-state address will change your residency to out-of-state, and you will be billed for out-of-state tuition.
Q: How do I change my name on my academic records?
Name changes must be submitted in writing. You can complete a Request for Name Change form at the Service Center, Rendleman Hall, Room 1309, or you can mail or fax a letter to the Office of the Registrar requesting that your name be changed. Please note that proof that you have legally changed you name is required in all situations other than marriage or divorce.

Grades, enrollment certification, etc.

Q: How do I compute my grade point average?

Only SIUE courses are used in calculating the cumulative grade point average (GPA). The GPA is calculated as follows:

  1. Calculate your total quality hours. Quality hours are awarded for courses with grades of A, B, C, D, F, UW, and WE.
  2. Calculate your quality points by multiplying the quality hours for each course by the grade points for the grade awarded for the course. Grade points are assigned as follows:

    A = 4 points
    B = 3 points
    C = 2 points
    D = 1 point
    F = 0 points
    UW = 0 points
    WE = 0 points

  3. Divide the total quality points by the total quality hours. Grade point averages are rounded to the third decimal point.
Q: When can I review my final grade report and how can I obtain a copy?
Grade reports are not mailed unless there is a change in your academic status (to or from academic probation or suspension). Final grades for a term will be available on CougarNet on Friday afternoon of the week after final examinations.

To obtain a copy of your grade report for tuition reimbursement or good student discount, complete the Request for Final Grade Report form. Please contact the Office of the Registrar at (618) 650-2268 or (618) 650-2261 if you have questions.
Q: How do I obtain my total earned hours and grade point average?
Your total earned hours (hours completed toward graduation) and grade point average are available on CougarNet on the transcript screen. Check the cumulative earned hours and cumulative GPA listed after your last graded term.
Q: How do I find out whether a grade change has been processed for me?

You can determine whether a grade change has been processed by:

  • Checking your transcript on CougarNet.
  • Calling the Office of the Registrar at (618) 650-2268 or (618) 650-2261. You may ask whether a grade change has been processed, but the grade awarded cannot be released over the telephone.
Q: How do I compute my classification (freshman, sophomore, junior, senior)?
Students seeking their first bachelor’s degree are classified by the number of credit hours they have earned toward that degree. The classification reported on your grade report for a term will not include the hours earned for classes taken during that term. It will reflect your actual classification throughout the term.

Freshman = 0 – 29 semester hours
Sophomore = 30 – 59 semester hours
Junior = 60 – 89 semester hours
Senior = 90 or more semester hours
Q: How do I convert quarter hours to semester hours?
Multiply quarter hours by .667 to convert to semester hours.
Q: How do I have a copy of my ACT/SAT test scores sent to another school?
ACT/SAT test scores forwarded to SIUE become the property of SIUE and will not be returnedor issued to another institution. You should contact American College Testing (www.ACT.org) to have a copy of your ACT score sent to another institution, and the College Board (www.collegeboard.com) to have a copy of your SAT test score sent to another institution.
Q: Why doesn’t my entire academic record appear on CougarNet?
SIUE computerized its academic records in winter 1984. Courses taken before that are not available on CougarNet. Academic records dating prior to winter 1984 are available by requesting an official transcript at the Service Center, Rendleman Hall, Room 1309, or in writing. Courses taken at other institutions are not available on CougarNet, except as they are noted as transfer credit accepted by SIUE. Transcripts from other institutions should be requested directly from those institutions.
Q: How do I get proof of enrollment?
You can request verification of your enrollment at SIUE by completing a Request for Enrollment Certification form at the Service Center, Rendleman Hall, Room 1309. Enrollment can be verified for a term only after you have registered and have been financially cleared for that term — that is, your tuition and fees must either be paid or a cancellation waiver awarded for the term. Forms requesting enrollment certification for lenders, health insurance agencies, good student automobile insurance discounts, employers, etc. can be submitted at the Service Center or mailed or faxed to the Service Center. Enrollment certification can be mailed or faxed to you or to a third party you designate. Normal processing time is 4-5 working days. There is no charge for enrollment certification.
Q: What does it mean to be placed on academic probation?
If your cumulative GPA drops below 2.000, you will be placed on Academic Probation and will be subject to the restrictions placed on probationary students. If you are placed on Academic Probation, you must receive intensive academic counseling and advising during the next term of enrollment. If you are on Academic Probation, you will not be returned to Good Standing until you raise your cumulative GPA to 2.000. If you are on Academic Probation and fail to attain a term GPA of 2.000 for your next terms of attendance, you will be placed on Academic Suspension.
Q: What does it mean to be placed on academic suspension?
If you are on Academic Probation and fail to attain a term GPA of 2.000 for your next terms of attendance, you will be placed on Academic Suspension and will no longer hold major status in an academic program. You will be ineligible to attend SIUE for at least one term. You may re-enroll only upon favorable action of the Suspension Appeals Committee, provided you agree to intensive academic counseling and advising. The Suspension Appeals Committee is administered by Academic Counseling and Advising. You must file an appeal before any action will be taken by the Suspension Appeals Committee.

Suspended students who have been permitted to re-enroll will assume probationary status. Ordinarily, if you are suspended more than once, you will not be reinstated to SIUE.
Q: In how many hours must I be enrolled to be classified as a full-time student?
Undergraduate students must be enrolled in 12 semester hours to be considered full-time students. Graduate students must be enrolled in 9 semester hours during fall and spring semesters, and 3 semester hours during summer session to be considered full-time. Graduate assistants must be enrolled in 6 semester hours during fall and spring semesters, and 3 semester hours during summer session to be considered full-time.

Graduation

Q: How do I apply for graduation?
You can apply for graduation by completing an Application for Graduation form at the Service Center, Rendleman Hall, Room 1309 or by downloading and completing form on our website. (Click here for the form; click here for the instructions.) You also must pay a $35 graduation fee when you apply. Undergraduate students are advised to apply for graduation as soon they reach senior status. The deadline for undergraduate students to apply for graduation is the end of the first week of the term in which they expect to complete degree requirements. The deadline for graduate students to apply for graduation is the first day of the term preceding the term in which they expect to complete degree requirements.
Q: When is commencement?
A Commencement ceremony is held after each term on the Saturday of final exams week.
Q: Who can participate in Commencement?
Participation in a term’s Commencement is limited to students whose advisors have determined they will complete degree requirements upon successful completion of their classes that term.
Q: How many guests may I bring to Commencement? How long does commencement last?
There is no limit on the number of guests students may bring to Commencement. Ceremonies are held in the Vadalabene Center gymnasium and last 11⁄2 to 2 hours.
Q: What is the difference between a double major and dual degrees?
Undergraduate students wishing to complete two degrees in the same term must complete a minimum of 154 semester hours and must complete two Applications for Graduation — one for each degree — and pay the graduation fee twice. Undergraduate students with a double major receive one degree. They must complete a minimum of 124 hours and submit one Application for Graduation.
Q: How do I get verification of my degree?
After your degree has been awarded, it will be listed on your academic transcript. You also may request verification of your degree by completing a Request for Enrollment Certification form at the Service Center, Rendleman Hall, Room 1309 or by sending a letter requesting verification of your degree to the Service Center. Diplomas will be mailed to students approximately four months after the end of term in which they complete degree requirements. Degrees cannot be verified or diplomas mailed for students who owe money to the University.
Q: When are diplomas mailed? To where are diplomas mailed?
Diplomas are mailed (to students who do not have a financial hold with the University) approximately four months after the end of the term in which they completed degree requirements. Diplomas are mailed to the local address on file with the University. It is important that students keep their local address up to date.

Health Service

Q: What does Health Service provide?
General outpatient care, laboratory diagnostic testing, women's health, and pharmacy services to members of the University community. All students entering the University are required to provide Health Service with a completed Immunization Form and proof of immunization against measles, mumps, rubella, and tetanus/diphtheria. To prevent problems with registration or cancellation of classes and a $25 fine, the completed immunization form must be submitted to Health Service by the first day of the first term of attendance. Health Service, Room 0214, located on the lower level of Rendleman Hall, may be reached by calling (618) 650-2842. Box 1055. Fax 5839. For information about immunization records, call (618) 650-2843 or visit Health Service Web site www.siue.edu/HEALTH.

Housing

Q: What types of housing are available?
Housing at SIUE consists of three Residence Halls and Cougar Village Apartments. The Residence Hall rooms are arranged in suites with two rooms sharing one bath. Most apartments at Cougar Village are furnished and are home to single students, graduate students, and family residents. All of University Housing is smoke free. Students have the option of participating in Focused Interest Communities at Bluff Hall (live in same wing with others in same academic area) and specialty housing (graduate, substance free-no smoking/drinking, and 24 hour quiet) at Cougar Village. Resident Assistants, student employees of University Housing, are on each wing of the Residence Halls and in every other building at Cougar Village.
Q: What amenities are available in housing?
Each residence hall room has one active phone jack, with the option to purchase a second line; two data jacks; air conditioning; and basic expanded cable. In addition, each hall has a 24-hour computer lab and a laundry; both on the 1st floor. Cougar Village has the same amenities as the residence halls, plus a kitchen. Some apartments have a patio/balcony. The Commons Building, central hub of Cougar Village, houses a computer lab, laundry, Commons Grill, and meeting/social space. Laundries also are located in buildings 405 and 429.

The Family Resource Center is available for family residents at Cougar Village, specializing in programs designed for parents and children school age and younger.

Parking Services

Q: How do I register my vehicle?
Parking Services distributes correspondence to students annually advising them on the options available for purchasing permits for the upcoming academic year. Included in the mailing is information about registration deadlines, prices, purchasing permits by mail, the criteria for purchasing specific types of permits, forms required for permit purchases, parking regulation summaries and a key to the campus building and parking lots. Students may also stop by the Parking Services office on the first floor of Rendleman Hall (Room 1113) where the staff will aid the students with the purchase of their permits.
Q: What happens if I don't pay my tickets?
If tickets are not paid by their due date, the student will be placed on accounts receivable. If a ticket remains outstanding on accounts receivable, the student will not be allowed to enroll for subsequent semesters. In addition, students will be denied services at various points on campus and will not be able to receive a transcript until the debt is satisfied. Discipline under the Student Conduct Code could also occur. Students, employees and other individuals with significant numbers of tickets on accounts receivable are placed on the scofflaw list. If new tickets are written on the vehicles in question, the vehicle may be towed.
Q: If I get a ticket and feel it is unjustified, what can I do about it?
An appeal must be received in the Parking Services office within 10 working days of the ticket issue date. An appeal may not be filed until one third of the ticket cost has been paid. If the appeal is granted, a credit will be placed on accounts receivable.

Paying Bills

Q: What are the Bursar’s Office Hours?
Normal Bursar's office hours are Monday through Friday, 8 a.m. to 4 p.m.

Satellite Cashier Station (effective fall 2006)
Monday — 8 a.m. to 6 p.m.
Tuesday — 8 a.m. to 4 p.m.
Wednesday — 8 a.m. to 4 p.m.
Thursday — 8 a.m. to 6 p.m.
Friday — 8 a.m. to 4 p.m.
Q: How do I contact the Bursar's Office?
618-650-3123, fax: 618-650-2971, bursar@siue.edu, www.siue.edu/BURSAR
Q: What services are available at the Bursar's Office?
The Bursar's Office is the place to make payments on tuition, fees, housing, and other charges for which you are billed. Students can cash checks for up to $50. Students employed by SIUE with a valid ID can pick up paychecks at the Bursar’s Office.
Q: Will I receive a bill?
There are four billing cycles during fall and spring terms and three during summer term. After each cycle, students will receive an e-mail to their SIUE e-mail addresses (E-billing) providing them the payment due date, a link to CougarNet where they can view their latest bill as well as other billing data and a link to other relevant reference information. To receive the E-bill e-mail, students must have activated their SIUE e-mail address (E-Id) and be registered by the scheduled initial billing date for each term (usually about a month before the initial payment is due) or had activity on their account since the previous billing. If students register for a term after the initial billing for that term, they may not receive an E-bill e-mail before the scheduled payment due date. Students are still responsible for making the payment. If they are not sure they registered in time, they should ask their advisor. It is good practice to ask the advisor for a copy of the Bursar flyer at registration.
Q: When is my payment due?
Payment is due by the date specified in the E-bill e-mail; generally around the middle of each month (except January when no payment is due). Payment dates also are published in the Class Schedule for each term and on flyers available from the advisor or on the Bursar's Web site, www.siue.edu/BURSAR. Payments (with the exception of web payments) must be received and posted by 4 p.m. to avoid service charges. Web payments must be completed by 6:30 p.m.
Q: How can I pay?
With cash, check, MasterCard, VISA or Discover, on the Internet, in person, by mail, or by night depository. An Installment Payment Plan is available. A $20 charge will be added to for the Installment Payment Plan if a minimum payment is made on the first bill. Students are billed approximately monthly over the term. Returned checks cause a stop to be placed on a student's account and a $25 charge will be assessed.
Q: What is the minimum payment?
A minimum payment of 25% of the total term charges (in addition to payment in full of unpaid previous-term charges) is required for financial clearance. The registration of students not financially cleared will be cancelled during precancellation, usually 10 days before classes start in Fall and a month before in Spring.
Q: Can I have E-bill e-mails sent more than one address?
Yes. Students can authorize up to 5 additional e-mail addresses to receive the E-bill e-mail. Authorization can be due by accessing “3rd Party Authorization” from CougarNet or from the E-billing link at the Bursar's Web site, www.siue.edu/BURSAR. Once another e-mail address is authorized, the recipient will be required to register acknowledgement and obtain a password that will permit access to the authorizing student’s billing data.
Q: Why was I assessed a service charge?
Service charges are assessed when payments are not received and posted by the payment due date. The charge is 1.5% per month on the overdue balance (not the entire account balance). It is every student’s responsibility to make the payments in time to allow them to reach the Bursar’s Office and be posted by the due date. Payments received by 4 p.m. will be posted to the student’s account the same day. Payments received after 4 p.m. are posted the following business day. Web payments received by 6:30 p.m. on the payment due date will avoid the service charge.
Q: Will I be dropped?
Students must be financially cleared to avoid having classes dropped. Paying all charges in full, making the minimum payment, or having enough financial aid in lieu of payment will clear students. Financial clearance requires full payment of prior term debt. Students are responsible for any charges not covered by financial aid.
Q: When will I get my refund check?
Student refunds are generally mailed the Friday before the first day of the term and by Friday of each week throughout the term. Refund checks are automatically mailed to the student’s Billing Address. Please ensure the correct Billing Address is on file with the Bursar's Office, ext. 3128.
Q: When am I suspended from check-writing privileges?
Students are suspended after their first Bank Returned Check from writing more checks until the first Bank Returned Check is paid. If the student writes two bad checks, check-writing privileges are revoked for two years. Students can appeal in writing to reinstate check-writing privileges. Forms are available in the Bursar’s Office.
Q: Is there help for me claiming school costs against taxes?
The Office of the Bursar provides to students an IRS Tuition Payment Statement (Form 1098T) in January of each year. These forms are necessary to claim the Hope and Lifetime Learning Tax Credits. Information is available at our Web site, www.siue.edu/BURSAR or you can call the SIUE Tax Line at 618-650-3113.

Q: What is the Cougar Card and can I purchase meals with it?
The Cougar Card is an all-purpose card that can be used for identification, meal plans, laundry and admittance to SIUE buildings and events.

The Cougar Card www.siue.edu/COUGARCARD can access two monetary accounts: a debit account (money that can be spent anywhere the card is accepted) and University Housing meal plans. A debit account is available to any student, faculty or staff member who wishes to establish one.

To use the Cougar Card debit feature, students must deposit money in their Cougar Card account before making their first purchase.

After students deposit money to their account with the cashier and have it applied to their Cougar Card account at the Cougar Card Counter in the Service Center, they can use their card for purchases and the money is subtracted from their account. (i.e. - If student has $100 dollars on their card, makes a $5 purchase, the next balance will be $95 and so forth.)

The balance can be checked at any dining service facility, the Information Office or the Service Center.
Money may be added to the plan at any time.

Residence hall students can increase a plan at any time. However, residence hall students cannot decrease their plan after the second week.

For students on residence hall meal plans, money will roll from fall to spring, but will not be refunded to them at the end of spring term. Students need to use this money up if possible. Leftover spring funds are refunded. For students living at Cougar Village, money will remain on the account until it is used.

A debit plan deposit form and information about the Cougar Card are available on the Cougar Card Web site www.siue.edu/COUGARCARD
Q: Are meal plans available only to resident students?
No. Anyone who attends school or works at SIUE may choose to establish a debit plan and use it for meals.
Q: What if my debit plan or university housing meal plan runs out before the end of the semester?
Students may replenish their debit plan in $10 increments, and their meal plan in $25 increments, at any time by depositing money with a cashier and then having it applied to their account in the Service Center.
Q: Where can I look to estimate my costs per semester?
Class Schedules for any given semester provide tuition and fee data from which estimated costs can be derived. Housing applications and renewals contain data for estimating housing and meal plan costs.
Q: What is CougarNet and how do I access it?
CougarNet provides students with access to their own record at SIUE and is available through any internet service provider. The CougarNet web site is www.siue.edu/COUGARNET
Q: What can I view on CougarNet?
Class schedule, SIUE transcript and final grades. Account balance, last bill and current transactions and financial aid status; Addresses — students can change their local and billing addresses and non-SIUE e-mail addresses. Course search to see about the availability of courses for future terms
Q: What is directory information?
Certain types of student information are categorized as "Directory Information." Such information will be available to anyone requesting it unless you file a written objection to the release of this information.

There are two types of holds that students can place on directory information. The first is a
directory information hold which restricts all information (students won't even get certain mail from the University including commencement information.) The other type of hold is a telephone directory hold, which keeps certain student information out of the SIUE directory. This is usually the kind of hold that students want. Complete a directory hold by the end of the second week of fall term to avoid publication in the printed directory, which is published once a year in October. Student information can only be removed from the online directory at the beginning of each term. The hold remains in effect until students file a cancellation with the Office of the Registrar.
Q: How do I apply for graduation?
Students can apply for graduation by completing an Application for Graduation at the Service Center or undergraduate students can apply by completing the Application for Graduation form on the Web site, www.siue.edu/registrar. Graduate students can access the application at www.siue.edu/GRADUATE/student/ . Students also must pay a $35 graduation fee when they apply. Undergraduate students are advised to apply for graduation as soon as they reach senior status. The deadline for undergraduate students to apply for graduation is the end of the first week of the term in which they expect to complete degree requirements. The deadline for graduate students to apply for graduation is the first day of the term preceding the term in which they expect to complete degree requirements.

Textbook Rental

Q: Is there a charge for textbooks or is it included in the fees?
 The rental fee is included in the "fee" portion of the tuition and is based on the number of hours (not number of classes). Students are responsible for lost or misplaced books. The rental fee is subject to change. See the current fee at the Tuition and fees Web site.
Q: Where is Textbook Service?
Textbook Service is at 200 University Park Drive, Room 1121. The Textbook Service Web page at www.siue.edu/MUC/textbooks.html contains a link to a campus map showing the new location. Parking for Textbook Service customers is in Parking Lot P4, which is connected to Textbook Service by a sidewalk leading to the side door of the building. A valid SIUE ID Card is required to pick up rental textbooks. An unreadable card is not valid.
Q: What is the textbook rental returns policy?
Rental textbooks no longer needed may be returned to Textbook Service at any time during the semester, but no later than 5 p.m. on Saturday of Finals Week. The cost of textbooks not returned will be charged to the student’s account. Students who drop a class, or withdraw from a class or from the university, are required to return their rental textbooks within days of withdrawing.
Q: Where do graduate students get textbooks?
Graduate students are not eligible for the textbook rental program. Graduate students taking an undergraduate class are not eligible for the rental program and must purchase the book. Graduate students need to check for availability of textbooks depending on the class with Textbook Service, Morris University Bookstore, or other avenues.

Transcripts

Q: How do I request a copy of my SIUE transcript?

Transcript requests must be made in writing and must bear the student’s signature. Transcript requests cannot be accepted by telephone or e-mail. Students may:

  • Complete the Transcript Request Form at the Service Center, Rendleman Hall, Room 1309, or
  • Complete a Transcript Request Form available on our Web site, print it, sign it, and mail or fax it to us, or
  • Mail or fax a request letter to the Service Center.
Q: How do I get an unofficial transcript?
Unofficial transcripts for student use are available only on CougarNet. All transcripts issued by the Office of the Registrar upon receipt of written request are official transcripts.
Q: May I have someone else pick up a copy of my transcript?
After you make a written request to pick up a copy of your transcript at the Service Center, you can authorize another person to pick up the transcript. You will need to give this person a letter bearing your signature stating that you authorize him/her (state the person’s name) to pick up your transcript. We will ask the person picking up your transcript to show a picture ID so we can verify that he/she is the person you named in your authorization letter.
