Students who park vehicles on University property must purchase and display SIU Edwardsville parking permits on their vehicles. Permits are available at the Parking Services office, by mail or through the Parking Services website (see Online Services section). If students purchasing online and choose to post the charge to their student accounts, they are exempt from paying the online service charge.
The minimum requirement for students is a red permit for each vehicle registered. Residents of Cougar Village and Woodland/Prairie/Bluff/Evergreen Halls are required to purchase, for each vehicle registered, residential (yellow) permits. Only one residential permit may be issued for each single student; two permits may be issued per family apartment. Graduate Assistants, listed as eligible by the Graduate School, may purchase faculty and staff permits. There is no limit to the number of red permits students may purchase.
Students displaying residential Cougar Village permits on their vehicles may park in any of the parking areas reserved specifically for residents at Cougar Village. They may also park in the residence hall lots or any of the red permit lots. Residents may not park in areas that are designated for staff or University vehicles. Students displaying residence hall parking permits may park their vehicles in the WH, PH, BH or EH lot or any of the red permit lots. They are also honored in Lot 4A or 5A at Cougar Village.
Students may also participate in a "lottery" for a limited number of Green permits. Registration is conducted prior to the beginning of fall semester. Parking Services establishes the dates for lottery registration annually.
If a student is found guilty of parking hangtag misuse, he/she may be charged with a Class A Misdemeanor punishable by serving up to one year in the Madison County Jail and/or up to a $2,500 fine.

Parking Services distributes email correspondence to students annually reminding them to purchase permits for the upcoming academic year. Included is information about registration deadlines, prices, purchasing permits by mail or the Internet and the criteria for purchasing specific types of permits. Parking permits purchased at any time for the fall and/or spring semesters are at full price. Permits are reduced to half price for summer term. Between July 1 and the first day of the fall semester, permits for both the current and the upcoming academic years are honored when appropriately displayed on registered vehicles.
Each permit must be displayed with the permit number facing outward from the rear-view mirror of the vehicle. Motorcycle owners may display permits in locked cases on their bikes. If they also own cars or trucks, they are permitted to display permits inside the cases from their rearview mirrors.
Please remove your permit from your rearview mirror when you are operating your vehicle. To not do so is a violation of the Illinois Vehicle Code which states "No person shall drive a motor vehicle with any objects placed or suspended between the driver and the front windshield, rear window, side wings or side window immediately adjacent to each side of the driver which materially obstructs the driver's view."
Students may obtain a Parking Permit Registration Form by clicking on the Forms page of the website. They are also available in the Parking Services office. Please note that there are no refunds for permits once they have been purchased.
Students who have state-issued permanent or temporary disability hangtags, parking cards or plates are also required to purchase and display SIU Edwardsville parking permits in order to use parking spaces for individuals with a disability on University property. Vehicles with appropriate permits may be parked in handicap spaces only when individuals with a disability are the driver or rider in the vehicle.
Morris University Center employees with disabilities will be expected to park in Lot B. Rendleman Hall employees with disabilities may park in handicap spaces in Lot C. If the spaces for individuals with a disability are filled, Rendleman Hall employees are also expected to park in Lot B. Handicap permits, placards and plates are not honored at meters in Lot C.
For short-term problems, 30-day temporary disability permits may be issued by the University. The purchase of a current SIU Edwardsville permit is also required. A University temporary disability permit does not authorize an individual to park in a space for individuals with a disability. Rather, Health Service and Parking Services work together to provide these individuals with closer, more convenient parking than they would normally have. If the individual has no physician's statement, he or she must first go to Health Services, then to Parking Services. If the student has a physician's statement, he or she may go directly to Parking Services.
Individuals are permitted to park in non-wheelchair designated and non-metered spaces, (except those for University vehicles) in lot of choice, except Lot C (metered lot behind Rendleman Hall), at no additional charge. Rendleman and Morris University Center student employees may park in Lot B (Morris University Center attended lot) without paying lot charges.
If a student needs a replacement permit, he or she may complete a form in Parking Services stating that the permit has been lost. If the permit was stolen, a police report must be filed with University Police. In either case, a replacement permit may be purchased for $20. Anything less, the individual would pay full price for a replacement. Only one replacement permit will be issued per year for $20. Additional permits will be at full permit value.
If an individual forgets or misplaces his or her permit, a temporary permit may be obtained from Parking Services. A temporary permit authorizes parking in a lot corresponding to the permit originally purchased. The rate is $2 per day. Until a temporary permit can be obtained, the motorist may pay to park at a meter or in the attended lot (Lot B).
There is a limit of seven (7) temporary permits per individual per academic year.
Evening permits are sold to students with evening classes and are valid for parking in Lots A, E or F after 3:00 P.M. Monday through Friday or in the Red permit lots anytime. Permits may be purchased at Parking Services, the Service Center or online. Only one single Evening permit may be issued to an individual.
Motorcycles must also be registered through Parking Services. Designated motorcycle parking is located in most lots. Only one motorcycle may be parked in a single space. Motorcycles may not be parked in automobile spaces on the Edwardsville campus. Each motorcycle must be parked in a lot which corresponds to the color of the permit. The permit must be displayed in a lockable case available through Parking Services. The initial case is free; additional cases are available for $20. Properly registered motorcycles and mopeds may be parked in automobile spaces on the Alton and East St. Louis campuses.
The Office of Continuing Education (OCE) purchases special permits and resells them to those taking non-credit classes. Permits are day, time and lot specific for Lots 1-3, A, E or F. Hangtags are issued by the OCE staff at the first class meeting. Non-credit students who receive citations the first evening while being issued the hangtags may refer the ticket to the OCE for a waiver of the fine.
Non-permit holding students who normally use other means of transportation (i.e. bus, bicycle, car pool) or who live on campus and occasionally may need to drive a vehicle to campus may park in the Red (student) or Yellow (residential) lots for $2 per day. Permits are available at Parking Services.
Overnight parking is permitted in the Woodland, Prairie, Bluff or Evergreen Hall and Cougar Village parking lots. Authorized overnight guests at Cougar Village or Woodland/Prairie/Bluff/Evergreen Hall may park in areas normally reserved for residents. Non-residential students on official University business which requires them to leave vehicles on campus overnight may do so at the Supporting Services parking lot (Lot S). Each individual is also asked to provide University Police with a description of the vehicle and the estimated time and date of return. Private vehicles should not be parked in University fleet vehicle spaces, however.
No parking will be permitted in the tunnel between Rendleman Hall and the Morris University Center.
Occupied vehicles are permitted to stop along Hairpin Drive in designated areas for the sole purpose of dropping off and/or picking up riders. Parking, even when the vehicle is occupied, is not permitted and will result in a fine being issued. The exceptions are prospective students and their parents parked in the Admission Counseling/Campus Tour section with appropriate permits.
Individuals with current Red (student) or Yellow (resident) permits may park in Lots 1, 2 and 3 after 3:00 p.m. This permits students to park closer to the campus core in the evening.
Parking Services reserves the right to revoke parking privileges for any violation.
Residence Drive is an emergency vehicle access drive and must remain clear. Residents may use the 30-minute meters located off Residence Drive for loading and unloading. This time limit is strictly enforced.
There is open parking for students in the Red, Yellow or Brown permit lots the first week of the academic term and the week prior to it. There is also open parking in the Red, Yellow and Brown lots during semester break periods when classes are not in session.
