PRESENT POSITION: Program Director for the Grants Opportunity for Academic Liaison with Industry (GOALI); Director, Office for Small Business Research and Development (OSBRD); and Director, Office of Small and Disadvantaged Business Utilization (OSDBU).
EDUCATION: Undergraduate education at the US Military Academy and University of Notre Dame (BS Mechanical Engineering (Cum Laude), 1953). Graduate education Iowa State University (MS, Civil Engineering, 1961) and Iowa State University (Ph.D., Major: Civil Engineering; Minor: Nuclear Engineering, 1966). Additional graduate work at Colorado School of Mines (Mineralogy, Golden, Colorado) and Goethe University (Crystallography, Frankfurt/Main, Germany).
PROFESSIONAL EXPERIENCE: Presently responsible for implementing academic/industrial collaborative research programs (GOALI, Collaborative Research Centers, and Partnerships for Innovation) in the Engineering Directorate. Responsible to the Director, NSF, for procurement interface and actions with the Small Business Administration's (SBA), Office of Government Contracting.
Previous experience includes Division Director for Industrial Science and Technological Innovation, Director for the Small Business Innovation Research (SBIR) Program, Director for the Small Business Technology Transfer (STTR) Program, Division Director Problem Focused Research including Renewable and Non-Renewable Energy Concepts, Earthquake Engineering, and S&T to Aid the Handicapped.
Served twenty Years in the U.S. Army Corps of Engineers in construction, nuclear power programs, and attached for service to NASA's Apollo Lunar Landing Program (1969 – 1974) Office of Manned Space Flight and Office of Space Science.
