HIRING UNIT:  UNIVERSITY SERVICES TO EAST ST. LOUIS- UPWARD BOUND PROGRAM

Program Director

DESCRIPTION OF DUTIES:   This position administers the program operations of the Upward Bound EC/BEM Programs and manages the direct services to the program participants.  The Program Director collects data and information necessary to complete student files and prepares annual reports for SIUE, funding agencies and other appropriate agencies.  As the Administrator, she/he must adhere to all program compliance mandates; ensure that program objectives are met and select qualified candidates for employment.  This position develops and supervises staff trainings and evaluations.  As fiscal officer, this individual maintains all business functions of the Upward Bound EC/BEM Programs.  The Program Director must comply with all Federal, State, Local and University policies and procedures.  This person must also adhere to the objectives of the program and operate programs in the best interest of students/participants. The Program Director may be assigned other related tasks in support of the Program’s mission and goals.

TERMS OF APPOINTMENT:  Professional staff, non-bargaining, term with possibility of renewal, September 1, 2012 through August 31, 2013, 100%.

SOURCE OF FUNDS:  Federal

SALARY RANGE:  $51,500 per year

QUALIFICATIONS:  A Master’s degree in Education, Social Work, Administration or Supervision or related field is required.  Three years of administrative experience; three to five years of experience working with federally funded TRIO programs preferred; experience in proposal writing and securing funds through grant applications preferred; experience working in related educational and/or other programs for youth from low-income/disadvantaged backgrounds; extensive knowledge and sensitivity toward problems of minority and disadvantaged students.
