I. Announcements

Lynn Maurer announced that the Research Grants for Graduate Students (RGGS) are out and the deadline for the Competitive Graduate Award (CGA) is coming up.

II. Minutes of October 11, 2012

The minutes were unanimously accepted with minor amendments.

III. Form 91A: Kinesiology (SOE-12-845)

The graduate program wishes to replace KIN 513 with KIN 540 (Advanced Human Nutrition and Metabolism) as an elective course, which would strengthen the training, and the faculty member who taught 513 is no longer with SIUE. The effective date requested is Summer of 2013.

Gertrude Pannirselvam made a motion to accept the request; Shrikant Jategaonkar seconded. The motion passed unanimously.

IV. Form 91A - Instructional Technology (SOE-12-891)

The graduate program wishes to add IT 540 (Distance Education) as a required course within the Instructional Design and Performance Improvement option. This, along with adding IT 430 (see below) will update the program to include content that is considered industry standard. The program requests the effective date of the changes to be Spring of 2013.

V. Form 91A - Instructional Technology (SOE-12-892)

The graduate program wishes to eliminate the Interactive Multimedia Technologies option. It is redundant, because the Instructional Design and Performance Improvement option serves the same population. The program requests the effective date of the changes to be Spring of 2013.

VI. Form 91A - Instructional Technology (SOE-12-893)

The graduate program wishes to add IT 430 (Computer-Based Publishing and Instruction) as a required course within the Instructional Design and Performance Improvement option. This, along with adding IT 540 (see above) will update the program to include content that is considered industry standard. The number of elective credit hours will be reduced from six to zero with the two new courses. The program requests the effective date of the changes to be Spring of 2013.

VII. Form 91A - Instructional Technology (SOE-12-894)

The graduate program wishes to replace IT580 (Design of Interactive Learning Environments) with IT 486 (Web Design for Instruction) in the Post Baccalaureate Certificate in Web-Based Learning. The program requests the effective date of the changes to be Fall of 2013.

The committee discussed these four requests together. These changes are predicated on market demands, which have changed from design-based jobs to production-based jobs. It discussed the role of 400 level courses and questioned how the graduate program differentiates between undergraduate and graduate students. Knowlton pointed out that the department does not have an undergraduate program. In the last ten years, almost no one has enrolled in either IT 480 or IT 486. The Educational Leadership department is reluctant to eliminate the courses in case they re-create an undergraduate program. They are currently considering reviving a minor in IT on the undergraduate level.

Gertrude Pannirselvam made a motion to approve pending approval of the new syllabi for IT 486 and 430, with a clear distinction between undergraduate and graduate level work; Koung Hee Leem seconded. The motion passed unanimously.

VIII. Form 91A - Pharmacy (PHAR-13-10)

The professional program wishes to include a new one-credit hour ethics course (PHAS 716, Ethical Issues in Health Care) "structured as an inter-professional learning collaboration with dental students to discuss ethical cases." PHPR 711 (Drug Information) will be reduced from 3 to 2 credit hours to make room for the course without increasing the required hours for the Pharmacy program. Requested effective date is 8/5/13.

Ken Witt made a motion to approve this request with the amendment of moving a sentence from the cover sheet to the first page under "program of study" ; Nic Guehlsdorf seconded. The motion passed unanimously.

IX. Interim Graduate Program Review - Biological Sciences

Paul Brunkow and Rick Essner gave a brief overview of the interim review report that they submitted. One of the issues presented was the graduate programs assessment plan. The program plans to expand the plan and will work with the Office of Innovation and Effectiveness. Pannirselvam asked how the program determines that the student is not exhibiting professional or mature behavior and what the midpoint assessment entails. There has been a surge in RGGS applications because that process is part of the midpoint assessment, but the surge is also due to the expanding student population in their graduate program.

The program representatives stated that the problem with students finishing the graduate program can be due to the student's intent to graduate. The program does not have a way to track students after they leave the program. Behnen stated that the Office of Innovation and Effectiveness can help with that.

The program offers only one course as a core requirement, BIOL 595/596 (Topics in Cellular and Molecular Biology/Topics in Organismic Biology). The program representatives feel that the program is too diverse to require more courses for a core.

When asked whether they have a 'plan of study' form for student, Brunkow replied that the program is reluctant to give students examples of a course plan, in case they panic when a course is not offered and to protect individuality of each students' program of study. They do give graduate students a handbook and hold an orientation for graduate assistants, to which all graduate students are invited.

When a committee member expressed the opinion that Biostatistics should be required, the program representatives said that the program would not be able to offer a biostatistics course every year but noted that some faculty agreed that it should be required. The committee countered that this is really not a small issue, and anyone who comes out of a graduate program should have biostatistics. Environmental Sciences just hired someone to teach biostatistics, so perhaps collaboration is possible. Regardless of the biostatistics issue, the graduate program maintains that its molecular students are being well trained.

After the guests left, the committee discussed the program's responses.

The lack of a plan was perceived as a problem, and may account for some of the retention issues. The committee expressed concern about there being only one course for the core requirements. An additional problem is that the graduate program hasn't been tracking alumni. The committee had the greatest concern about the lack of a requirement for a graduate-level biostatistics course. The committee would like to see the graduate program in Biological Sciences find a way to collaborate with other departments to offer the course annually, perhaps by contacting Political Science, which just hired a biostatistics faculty member.

It appears that the department's emphasis is on the undergraduate program, but there may not be a consensus within the department about what its goals are. How can the Graduate Council encourage them to put more emphasis on the graduate program? Asking for course descriptions to show distinction between graduate and undergraduate should be a matter addressed in the Programs Committee letter to the Graduate Program.

Regarding tracking alumni, the report said, "This is an ongoing problem which we have not systematically addressed." Committee members expected to read a sentence following that one concerning how "we are going to address," the situation, but there was no plan offered.

The Committee reached a consensus that it had discussed the report.
