I. Announcements

Associate Provost for Research and Dean of the Graduate School Steve Hansen announced that the Programs Committee will look at assessment plans for graduate programs. The first group of assessment plans for December's Programs Committee meeting will be from the College of Arts and Sciences.

II. Minutes of October 17th 2008

Ayse Evrensel requested that she be allowed to send in a clarification to the text regarding the 91A from Computer Science. Stephanie McAndrews made a motion to accept the minutes as amended; Mike Shaw seconded. The motion passed unanimously.

III. School of Business Interim Graduate Program Review Reports

A. Computer Management and Information Systems, MS

During the Programs Committee meeting of October 17th, the Committee had reservations about accepting the interim review report for CMIS. It was concerned with the number of recommendations that CMIS responded to by stating that it did not plan to change anything about its graduate program that would directly address the concern. The committee invited representatives from CMIS to attend this meeting to respond to this issue.

Professor Jo Ellen Moore provided additional information which clarified the program's responses to issues raised during the October 17th meeting. Items discussed included the exit exams, which are application oriented, and the lack of a methods course. Moore explained that the accrediting body does not require a methods course. Although CMIS is currently planning to revise the graduate program, they do not wish to stray too far from the model typified by other universities. If a student needs to take a methods course, they are directed to take a marketing course as one of their electives. Hansen suggested that perhaps the program could debate how much theory it should offer versus how much of a skill set. He discouraged the CMIS program from straying too far away from theory. Moore felt that these observations were not an issue concerning an itinerary of courses, but one of course content.

Mike Shaw made a motion to accept the interim review report for computer management information systems as submitted; Ayse Evrensel seconded. The motion passed unanimously.

IV. Form 91A - Instructional Technology: Fourth Option (SOE-08-428)

The graduate program wished to add a fourth option, that of library information specialist in addition to the other three, which are educational technologies, instructional design and performance improvement, and interactive multimedia technologies. According to the graduate program, "The Illinois State Board of Education recently added the Library Information Specialist endorsement for teachers who currently hold valid teaching certificate in the state of Illinois." Students can "work towards meeting the standards for the Illinois State Board of Education's Library Information Specialist endorsement through this program." This is also a response to a recent survey regarding demand for this type of program. This proposal has no impact on the budget, since the courses are currently offered. The committee suggested that Educational Leadership consider using this track of courses to create a post-baccalaureate or post-masters certificate in order to receive credit for enrollment.

Although the program asked for the change to be effective Spring of 2009, this date will be changed to Fall of 2009.

John Hunt made a motion to accept the request; Mike Shaw seconded. The motion passed unanimously.

V. Form 91A - Instructional Technology: Change in Requirements (SOE-08-429)

The graduate program wished to add IT 596 (Design Studio I) and IT 597 (Design Studio II) to their list of requirements for the instructional design and performance improvement option and for the interactive multimedia technologies option. This change will associate the jury review with these courses, but will not increase hours in the program. It also wished to reduce the juried review of the student portfolio from 3 juries to 2 juries because a portfolio review will be added to course requirements. The committee asked Professor Nelson to send the completed second page of the form 91A with the rationale to the Graduate School. This change has no impact on the budget.

Although the program asked for the change to be effective Spring of 2009, this date will be changed to Fall of 2009.

Mike Shaw made a motion to accept the request with minor amendments; Stephanie McAndrews seconded. The motion passed unanimously.

VI. Initial Program Review - Learning, Culture and Society

Although the graduate program is small, the initial report from this new graduate program was positive. It first began to accept students in fall of 2006. During the summer of 2008, it enrolled 13 graduate students, and three graduated this summer. One positive outcome of compiling this report is that the program developed a "system to make it easier for the LCS Program Director and Faculty to keep track of the progress of students according to the new system of assessment." Overall, the program is meeting a need in area students.

John Hunt made a motion to approve the report; Stephanie McAndrews seconded. The motion passed unanimously.
