I. Announcements

Chair Michael Shaw asked the members to introduce themselves and handed out committee membership lists and meeting date information.

Associate Provost Stephen Hansen welcomed the members to the Programs Committee and announced that this year the committee will review two program review reports from the 2006-07 academic year, those of the graduate programs in Civil Engineering and Physics. Although there are no new graduate program reviews scheduled, the Programs Committee will review proposed new procedures in the program review process. He also told the committee that the graduate program requests do not concern fiscal resources. The Programs Committee will be concerned only with evaluating the quality of the graduate programs.

II. Minutes of April 20th, 2007

Anthony Denkyirah observed that the word "of" was missing in the first full sentence on the second page. Stephanie McAndrews made a motion to accept the minutes as amended; Professor Denkyirah seconded. The motion passed unanimously.

III. Form 91A - Special Education Post-Master's (SOE-07-330)

The graduate program wishes to offer a post-master's certificate in special education. The Post-Masters Certificate is intended for those who already possess a Master's degree in Special Education, but wish to improve their skills and earn continuing education credits. There are several courses in the master's program that are represented in the post-master's certificate to serve those who received their graduate degree at another institution.

The errors on the request form included a missing "s" on the word graduate in the third line of item 1 on page 2, and the requested effective date should be fall of 2008 instead of fall of 2007. "Retention" was misspelled twice, and EPRF 520 and 521 were erroneously listed as 506a and 506b. Under retention requirements, "in all course work" was eliminated because it was redundant in regard to the student maintaining a 3.0 cumulative graduate point average.

Stephanie McAndrews made a motion to approve the request with the minor changes noted above; Valerie Yancey seconded. The motion passed unanimously.

IV. Form 91B - Kinesiology: Drop Pedagogy Option (SOE-06-211)

The graduate program wished to drop the option due to lack of enrollment. Mary Weishaar stated that the School of Education's evaluation by NCATE would not be affected by the changes that Kinesiology wishes to implement.

Stephanie McAndrews made a motion to approve the request; Steve McCommas seconded. The motion passed unanimously.

V. Form 91A - Kinesiology: Change MSEd to MS in Exercise Physiology (SOE-07-331)

The graduate program wished to change its degree from Master of Science in Education to Master of Science and to create a new specialization using the current requirements for the Exercise Physiology option.

There were several errors in the text of the form, and an issue of whether the form was the correct one to use. A specialization is not named on a transcript or diploma as was claimed on the form 91A. The program of study section of the catalog text erroneously listed 21 semester hours of specialization requirements instead of 15, and 6 semester hours instead of 12 for the non-thesis option. KIN 500 and 505 were listed under both the core and specialization requirements.

Valerie Yancey made a motion to approve the request with the minor changes noted above; Jane Gillespie seconded. The motion passed unanimously.

VI. Form 91A - Kinesiology: Change MSEd to MS in Sport and Exercise Physiology (SOE-07-336)

The graduate program wished to change its degree from Master of Science in Education to Master of Science and to create a new specialization using the current requirements for the Sport and Exercise Physiology option. Please see Item V for the changes required in the text of the request.

Stephanie McAndrews made a motion to approve the request with the minor changes noted above; Steve McCommas seconded. The motion passed unanimously.

VII. Form 91A - Kinesiology: Change MSEd to MS in Sport Management (SOE-07-341)

The graduate program wished to change its degree from Master of Science in Education to Master of Science and to create a new specialization using the current requirements for the Sport Management option. Please see Item V for the changes required in the text of the request. The committee noted that this option does have a thesis option.

Chris Herndon made a motion to approve the request with the minor changes noted above; Valerie Yancey seconded. The motion passed unanimously.

VIII. Form 91A - Kinesiology: Change Special to Adapted Physical Education (SOE-07-348)

The graduate program wished to create a new specialization in Adapted Physical Education using the current requirements for the Special Physical Education option, but renamed to reflect a national trend in this field. The committee noted that this option does have a thesis option, and that it is appropriate for this degree to remain a Master of Science in Education degree since it contains a pedagogy component. Please see Item V for the changes required in the text of the request.

Anthony Denkyirah made a motion to approve the request with the minor changes noted above; Chris Herndon seconded. The motion passed unanimously.
