Immediately contact the team member. Your conversation should focus on determining what is holding up the task, and then working as a team to alleviate whatever that problem is. See Chapter 5 of Techniques for Managing Projects for further advice in conducting this conversation.
Once the deliverable is completed, then as a team decide who-will-do-what to minimize the likelihood of the same problem occurring again.
