Viewing Your Bill

Paper bills are not mailed to enrolled students. Instead, you are notified via e-mail that your billing statement has been updated and is available to view on CougarNet. Also through CougarNet, you can authorize parents, guardians and other third parties to receive the e-mail notification directing them to a web site where they can view your student account information on CougarNet.

It is important to view your bill frequently for changes to your account. Even after your account is paid in full, charges can still be added or removed from your account.

How to authorize a parent or third party

Students follow the steps below:

  1. Go to siue.edu/paymybill and select Student Login.
  2. Enter your e-ID and password.
  3. Select 'Add New' under the 'Parent PINs' section.
  4. Create a Third Party User Name (this can be anything you choose, like 'johnsmom').
  5. Enter your third party's email address.
  6. (Optional) Add a personal note to be included in the welcome email sent to your third party.
  7. Select 'Yes' to allow your third party to view and make payment on your account.

Parents and thrid parties follow the steps below:

  1. Read your email message which will contain your user name, temporary password and a link to siue.edu/paymybill.  You may choose to save this link to your browser's 'Favorites'.
  2. After logging in the first time, you will be prompted to change your password.
  3. Use the menu to view your student's account or to make a payment.
  4. Parents and other third parties with multiple students attending SIUE will have a different user name for each student.

If a third party forgets their password, contact your student and ask them to re-set your password.  Students re-set a third party password by logging in to siue.edu/paymybill and selecting 'Edit' and 'Reset Password' for the third party user name.  A temporary password will be emailed to the third party's email address.

Family Educational Rights and Privacy Act (FERPA)

The Privacy Act protects student educational records such as academic progress and financial data.  Students 'own' their education records and data may not be disclosed to others without the students consent.  This includes parents.

What are the ways students can give consent for a third party to access their Bursar billing information?

1. Authorize a third party for eBilling. Granting this will give the third party the ability to view the student's account information on CougarNet.  The student will need their SIUE eID and password, go to www.siue.edu/paymybill and then select 'Student Login' button.  After logging in go to the Parent Pin section and follow the steps listed here.

2. Authorization to Release Information form.  Students may obtain and complete an Authorization to Release Information form in the Bursar's Office.  A notarized signature is required or the student's signature can be witnessed by a Bursar's Office employee.  On the form the student will provide a password that they then give to the third party.  Granting this will give the third party the ability to call or email the Bursar's office to obtain information.  The third party must identify themselves and provide the password.

What is eBilling? - eBilling is the system that allows parents and other third parties to view student SIUE bills online. Visit paymybill to access your student account (select Student Login) and set up third party account access. Currently enrolled students do not receive paper bills.

How do I reset the password for a third party if I have already registered? - Go to the paymybill page, select "Student Login" and using your e-id and password complete the login process and then go to the 'Parent PINs' section (bottom left) and select 'Edit' to change an existing third party user or Add New to create a new third party user.

How do I request a paper bill? - eBilling is SIUE's official method of billing all currently enrolled students. What browser should I use? - To access eBilling, your computer must be equipped with a browser capable of rendering HTML 4.0 and running JavaScript.

The following browsers are known to work:

Microsoft Internet Explorer 6.0 or greater or
Mozilla 2.3.0 or greater or
Safari 3.2.3 or
Javascript
SSL
Both of these options are usually enabled by default. Note that SSL must be enabled to ensure the security of your data.
