Family Educational Rights and Privacy Act (FERPA)

The Privacy Act protects student educational records such as academic progress and financial data. Students "own" their educational records and data may not be disclosed to others without the students consent. This includes parents.

What are the ways students can give consent for a third party to access their Bursar billing information?

1. Authorize a third party for eBilling. Granting this will give the third party the ability to view the student's account information on CougarNet. The student will need their SIUE eID and password to log on to CougarNet at and then select "Authorize a 3rd Party Login".

2. Authorization to Release Information form. Students may obtain and complete an Information Release Authorization form in the Bursar's Office. A notarized signature is required or the student's signature can be witnessed by a Bursar's Office employee. On the form the student will provide a password that they then give to the third party. Granting this will give the third party the ability to call the Bursar's Office to obtain information over the phone. The third party must identify themselves and provide the password.
