
What is eBilling? - eBilling is the is the system that allows parents and other third parties to view student SIUE bills online. An e-mail is sent to each enrolled student's SIUE e-mail address (ending in "siue.edu") instructing them to view his/her bill on CougarNet. The student is directed through a link in the e-mail to CougarNet where they can immediately logon and view their latest billing activity. Students can authorize up to five additional e-mail addresses in CougarNet to receive an e-mail notification. The designated third party (for example, spouse, parent, grandparent, outside agency) will receive an e-mail instructing them to register for eBilling. Once registered, the third party will have their own password which allows them to log on to CougarNet and view that student's bill online. Authorized third parties are able to view only the student's billing activity. Authorized third parties can also make a payment via the Web or by mail. Currently enrolled students do not receive paper bills.

When do I pay my bill? - Each e-mail notice sent to students and authorized third parties includes the payment due date. You can view payment due dates at the Bursar's Office "Payment Due Date" Web page.

How do I authorize a third party to view my bill? - Go to the "Authorize a Third Party" Web page and log in using your e-ID and password (the same that you use for e-mail). Once you have successfully logged on to this page you can:
Authorize a third party to access your student bill by entering his/her e-mail address in one of the empty boxes. An e-mail notice of your student bill will be sent to each person you authorized. You may authorize up to five third parties.
Reset the password for a previously authorized third party by selecting "Reset Password" from the dropdown list that follows his/her e-mail address.
Remove (or delete) the authorization given previously to a third party by selecting "Delete Account" from the dropdown list.
After filling out the form, you will need to read the "Information Release Agreement", and select "I Agree" before continuing. Once submitted, a new page will be displayed listing all the third party e-mail addresses you have added, deleted, or changed.
Each third party you have authorized will receive an e-mail stating that you have given them authorization to view your bill online. They will be instructed to register at the "Third Party Registration Login" Web page. If the third party fails to register within seven days of being authorized to view your account, you will be notified via e-mail.

How do I reset the password for a third party if I have already registered? - Go to the "CougarNet Student Login" Web page and click on the "Authorize a Third Party" link. At the prompt you must enter your e-ID and password. Once you have successfully logged on you can reset the password for a previously authorized third party by selecting "Reset Password" from the dropdown list that follows his/her e-mail address.

How do I request a paper bill? - eBilling is SIUE's official method of billing all currently enrolled students. If you have circumstances that prevent you from viewing your billing information on CougarNet, submit a written appeal to Cathy Foland, SIUE, Bursar's Office, Campus Box 1042, Edwardsville, IL 62026.

What browser should I use? - To access eBilling, your computer must be equipped with a browser capable of rendering HTML 4.0 and running JavaScript. The following browsers are known to work:

My employer requires a paper bill to reimburse me for tuition and fees. - Print a copy of the "Last Bill" screen from CougarNet and forward to your employer. All pertinent billing information is provided on this web page. If your employer needs additional information or has questions, please have them call SIUE Bursar's Office, 618-650-3128. You may also consider registering your employer as a third party authorized to view your bill online.
