The Master of Public Administration at SIUE has seven full-time faculty to service the students of the MPA program. There are also six adjunct instructors who teach classes and are experts in the areas in which they teach.
Dr. Drew Dolan, Department Chair & Professor

Biographical Information
Drew A. Dolan is a professor in the Department of Public Administration and Policy Analysis and the department chair for the Master in Public Administration degree at Southern Illinois University Edwardsville. He received his Ph.D. in Political Science with an emphasis in the areas of public policy, public administration, and local government. He received a Master Degree in Public Administration from Northern Illinois University and his bachelors of Science in Business Administration from Rockford College. Dr. Dolan's teaching responsibilities include Public Personnel, Public Policy, and Leadership electives. Current research interests include leadership in the public policy as it relates to public, religious, and home-schooling education. He has served as a consultant to numerous nonprofit and local government organizations while concentrating on areas such as leadership, program development, and staff development. Dr. Dolan's most recent publication was “Gambling on an Alternative Revenue Source: The Impact of Riverboat Gambling on the Charitable Gambling Component of Nonprofit Finances.”

T. R. Carr, Department, Program Director & Professor

Biographical Background
T.R. Carr is professor and program director of the Department of Public Administration and Policy Analysis at Southern Illinois University Edwardsville and a Senior Research Fellow with the Institute for Urban Research at SIUE. He received his MPA and Ph.D. degrees from the University of Oklahoma.
He has maintained an active teaching, research, and public service agenda with a focus on public policy issues. He recently completed the "Vision 2020" project designed to assist Southwestern Illinois in the development of an economic development strategic plan. "Vision 2020" is a Federal Funded Department of Labor project through the Madison County Workforce Investment Board in cooperation with the Mid America Workforce Investment Board.
Dr. Carr serves on the St. Louis-Samara (Russia) Sister City Committee. In this capacity, he hosted delegations of Russian physicians to St. Louis in 2009 and 2010. He presented papers on the American health care system at an international health policy conference in Samara in 2010.
He has published articles and presented papers on education reform, economic development, training local government officials, pubic sector geographic information system applications, and a variety of health care topics including ageing and public health policy, pharmaceutical pricing policy issues, health care reform efforts, and the delivery of mental health services. In addition, he has also presented papers and published in the area of public budgeting and capital budgeting strategies for local government, as well as conducted seminars for state and local officials on a variety of topics including revenue forecasting, economic development and projected management.
Dr. Carr served three terms as Mayor of Hazelwood, MO, from April 2000 to May 2009. He is actively engaged in a range of organizations focusing on municipal and regional issues. He served as President of the St. Louis County Municipal League, Secretary-Treasurer of the Metro Mayors of Greater St. Louis, and served on the Eat-West Gateway Council of Governments Board of Directors. Dr. Carr also served as Chairman of the Community Advisory Board of SSM DePaul Hospital, as a member of the Leadership Circle of the St. Louis Regional Chamber and Growth Association, and is currently a member of the Board of North County, Incorporated and Chairman of the Economic Development Committee of the Northwest Chamber of Commerce in Northwest St. Louis County. His is a recipient of the "Buzz Westfall Award for Excellence in Leadership" From the St. Louis County Municipal League. Dr. Carr has recently published chapters on the topics of education, energy, and economics with the book: American Public Policy: An Introduction.

Nancy Hyuck, Instructor

Biographical Information
Nancy L. Huyck joins the Department of Public Administration and Policy Analysis at SIUE as an instructor. She is a graduate of SIUE having earned a Bachelor of Science in Speech Communication. She has earned a Master in Public Administration degree, and is currently finalizing a Doctorate in Public Administration degree from the University of Illinois Springfield. Nancy has been teaching at the university level since 2006. She will be teaching PAPA 530 Public Budgeting, PAPA 540 Public Personnel Administration, PAPA 599 Human Resource Staffing as well as other courses as developed by the department. Mrs. Huyck holds public executive management experience with the State of Illinois Environmental Protection Agency, and has worked with the Illinois Department of Transportation Highways Operations Maintenance Division on various projects.
Mrs. Huyck’s research interests include program evaluation, public sector labor relations, organizational leadership as well as communication theories as applied to public management. She has presented her research for the Annual Teaching in Public Administration Conference in Olympia, Washington. Her most recent work intended for publication submission is an article on radio communications and first responders, addressing interoperability challenges among public safety radio systems.
Nancy is the faculty advisor for Circle K Club, a student-led service organization at SIUE. The organization, in affiliation with the Edwardsville Kiwanis club, organizes and participates in events throughout the year designed to give back to the local community. Nancy lives in Granite City, Illinois with her husband Arnold and their dog, Bear. She enjoys spending time with her family, friends and traveling. She considers herself an amateur photographer, and enjoys nature trails and scenic drives for leisure activities.

Julie Pietroburgo, Associate Professor

Biographical Background
Julie Pietroburgo is an Associate Professor in the Department of Public Administration and Policy Analysis at the Southern Illinois University at Edwardsville. Dr. Pietroburgo received her Ph.D. from St. Louis University with a concentration in Organization Theory. The teaching interests of Dr. Pietroburgo include but not limited to MPA courses of Public Budgeting, Fundraising, Marketing and Communications, Organization Theory, Board Leadership, Health Care Policy, and Communications. She has research interests in the area of non profit organizations and has been awarded many external funded grants for organizations as well as internal programs at SIUE. She has presented at seminars and published numerous publications in the non profit organization area. Dr. Pietroburgo is very giving of her time when it comes to community service. She has served on numerous boards throughout the communities of Southern Illinois including Family Hospice, Girl Scouts Shagbark Council, and Big Brothers/Big Sisters of Southwestern Illinois. Her dedication to SIUE shines through with her service to many committees that she has served throughout the years. She was selected as one of the top fifty women leaders in the state to participate in Greater Missouri: Focus on Leadership Program in 1992. Dr. Pietroburgo's most recent publication is "Saving Fido: A Case in Government Services."

Morris Taylor, Associate Professor

Biographical Background
Morris A. Taylor is an Associate Professor in the Department of Public Administration & Policy Analysis at Southern Illinois University in Edwardsville, Illinois. He received his Ph.D. from Saint Louis University in Public Policy Analysis with a specialization in social Jurisprudence. Since 1997 at SIUE, he has taught courses in public management, policy analysis, public law, program evaluation, ethics, homeland security, and public safety. prior to his academic career, Dr. Taylor was an administrator with the Social Security Administration in St. Louis Missouri. He has also served as a St. Louis City and St. Louis County police officer during the 1970's; and senior attorney negotiator for the State Farm Insurance Companies. From 2004-2005, he served as the Ira Glasser Racial Justice Fellow for the American Civil Liberties Union of Eastern Missouri. In this capacity, he investigated and conducted research on racial profiling and police misconduct. His research interests include police organizations, ethics, administrative law, and aspects of civic engagement. His most recent publication is a book chapter in Icons of Crime Fighting: Frank Serpico, published by Greenwood Press (2008). Dr. Taylor is an editor for the Journal of Public Management and Social Policy. He also is a member of the United States Attorneys' Hate Crime Task Force for Eastern Missouri; Board of Directors for St. Louis Area Regional Response System (STARRS); member of the Southwestern Illinois City manager Association (SWICMA); ACLU of Eastern Missouri and numerous other public policy focused organizations. A few of his most recent publications include: "Public Administration: An Inefficient Pursuit and Why Public Law Makes It So" and "Quasi Theory and Data Mining: Implications for Policy Analysis, Management, and Executive Decision-Making."

Rhonda Penelton, Research Associate

Biographical Background
Rhonda A. Pendelton earned her Bachelor of Science degree in Political Science from Illinois State University (1979) and her Master of Public Administration degree from Southern Illinois University Edwardsville (1987). Since 1988, Ms. Penelton has been employed by Southern Illinois University Edwardsville engaged in the field of research planning, management, and analysis. She is currently serving as a Research Associate with the University's Institute of Urban Research. Prior to joining the staff of the university, she worked as an investigator in the Equal Employment Opportunity Office of the City of Peoria, Illinois, and in the probation office of Peoria County.
Ms. Penelton's areas of expertise include survey research, demographic profiling, and program evaluation. Within the twenty years of experience in the field of research, she has served on various teams responsible for evaluating such projects. Several of these projects include the Police and Children together (PACT) program as funded by the Illinois Juvenile Justice Commission, the Quality Educational Systems of Alabama's (QuESt) school reform model as part of a comprehensive school reform initiative sponsored by the U.S. Department of Education, a mental health service delivery demonstration project funded by the Illinois Department of Public Aid, and the Moral Reconation Therapy of the Franklin/Jefferson County Evening Reporting Center program as sponsored by the Illinois Criminal Justice Information Authority.
Ms. Penelton's current research projects include third party evaluations of the federal government's Health Resources and Services Administration (HRSA) funded by Nurse Managed Rural Clinic grant in association with Lewis and Clark Community College in Godrey, Illinois. The Department of Education funded 21st Century Community Learning Center after-school program grant in association with the Cahokia Area YMCA of Southwest Illinois. Ms. Penelton is also currently evaluating a State of Illinois Department of Public Health funded by Healthy Living (Get Up and Go), and providing support staff for a Vision 2020 strategic planning and social network analysis project designed to facilitate the creation of a collaborative regional economic and workforce development strategy for Southwestern Illinois. Major project partners for this initiative include the Madison-Bond Workforce Investment Board, the Mid-America Workforce Investment Board, and the Leadership Council of Southwestern Illinois.

Greg Cox, Instructor

Biographical Background
With over thirty years of experience in founding and leading successful non profits, Gregory Cox has served as an adjunct instructor in the Public Administration and Policy Analysis department since January of 2010. Courses he has taught include Values and Practices (Ethics), Public Policy, Public Organizations, Board and Council Development, SPSS, and Quantitative Analysis.
Cox is founder and president of Cox Nonprofit Consulting, LLC, and assists non profits with soliciting and training boards, strategic development planning, direct mail and email marketing, parliamentary law and procedure, and grant-writing. With clients in the Washington, DC area, Cox is also a registered lobbyist in the US Senate and US House of Representatives as well as in the State of Pennsylvania. Greg emphasizes the importance of clearly communicating his client's message in simple and inspiring terms.
From 1995-1998, Cox was the Vice President of Development for the American Center for Law and Justice, a public interest law firm focusing on constitutional law.
He has served on the board of directors for several organizations at the local, state, and national levels. His committee work includes budgeting and investments, credentialing, and parliamentary procedures.
Cox holds a BA in Theology and received an MPA from SIUE. He is currently preparing for the Certified Fundraising Executive (CFRE) exam.

David Leezer, Instructor
Director of Economic Development for the City of St. Charles

Biographical Background
David A. Leezer, CEcD (Certified Economic Developer) has served as an adjunct professor for the SIUE Public Administration and Policy Analysis Department since the fall of 2008. He primarily teaches classes on Strategic Planning and Needs Assessment. He has also taught Land Use Management, Basic Economic Development, Crisis Management and Livability for the department.
Leezer presently serves as the Director of Economic Development for the City of St. Charles, Missouri. He is the chief department lead for all development and redevelopment projects for the city. The city assets allows for multiple investment opportunities ranging for companies looking to succeed in technology, logistics, advanced manufacturing, retail, tourism, telecommunications and secondary office.
Prior to joining the city, Leezer was Vice President for the St. Louis County Economic Council He oversaw cooperative ventures among county and municipalities with the goal of making St. Louis County more competitive in economic development.
When he was employed as Director of Economic Development for St. Charles County, Missouri and worked in partnership with communities to create more than $2 billion in new investments over seven years. He also worked for Ameren (formerly Central Illinois Public Service) in economic development, helping communities improve their marketing and business development efforts. Leezer's other work experience includes director of administration for a small Illinois municipality and economic developer for a four-county planning agency.
Leezer is also the President and Chief Strategy Officer for DaLee Partners, a consulting firm he founded to assist communities and not-for-profit organizations create and implement successful, effective strategic plans.
He obtained a B.A. and M.A. in political science with an emphasis in public administration from Eastern Illinois University. He is a graduate of the Economic Development Institute from the University of Oklahoma. He has also held the designation of Certified Economic Developer (CEcD) since 1992. He has been a member of the International Economic Development Council (IEDC) and serves on the organization’s CEcD Advisory Committee and sites a vice chair of the Accredited Economic Development Organization (AEDO) accreditation committee for IEDC.
David and his wife Pat live in unincorporated St. Charles. She is a successful residential real estate agent for Coldwell Banker Gundaker’s Route 94 & Bluestone Drive office in the City of St. Charles. They are the parents of one son, Nathan, who is in his second year of college studying mechanical engineering at Missouri University of Science & Technology in Rolla.

William Powell Jr., Instructor
General Manager, Regional Justice Information Service

Biographical Background
Dr. Powell is the General Manager of the Regional Justice Information Service (REJIS) supporting public sector Governmental agencies within the St Louis Metropolitan area. In this role he provides strategic leadership of all information technology support activities for over 300 Governmental agencies.
Just prior to his selection as the REJIS General Manager, he was the Director of Midwest Operations at Unisys’ Federal Systems from July 1997 to July 2008. He was directly responsible for all Unisys business for Scott and Wright Patterson Air Force Base agencies, and managed over 60 employees and $8.4 million in contracts annually. He was personally accountable for ensuring Unisys solutions met or exceeded contract and client expectations. From 1996 to 1997, Dr. Powell served as a Senior Functional Analyst with SRA, Inc., where he analyzed transportation system activities and ensured user requirements were inserted into software development activities for the Global Transportation Network.
Dr. Powell retired from the United States Air Force in 1996, with his last assignment as the Program Manager for International Passenger Operations at Headquarters Air Mobility Command. His assignments over his 28+ year-career included a variety of Air Transportation, Logistics Management, and Quality Management positions at locations throughout the world. His last two assignments were at the Major Air Command (corporate) level where he managed the contract operations at eight commercial airports valued at more than 10.5 million dollars annually and planned, developed and executed policies, procedures, process improvements and plans relative to air transportation terminal complexes worldwide and implemented quality management practices to optimize mission operations.
Dr. Powell received his undergraduate degree in Transportation Management and Business Administration from Wayland Baptist University, a M.A. in Human Resource Development and Management from Webster University, and a Doctorate in Applied Management and Decision Sciences with a specialization in Leadership and Organizational Change from Walden University. He has authored numerous articles on strategic planning, cultural/organizational change, leadership, and customer relationship management. He is a respected speaker on leadership and organizational change.
Dr. Powell is a Vietnam Veteran who has been highly decorated for his leadership and ability to instill operational excellence.
Dr. Powell is the recent past President and current Senior Advisor to the Board of Directors of the Scott/St Louis Chapter of the National Defense Transportation Association. He currently serves on the Executive Steering Committee for the Washington University’s Center for the Advancement of Information Technology. He was also a senior advisor to the Small Business Committee of the Armed Forces Communications and Electronics Association. Additionally, he is an adjunct professor in Procurement and Contract Management for Information Technology Management at Webster University and is an instructor in Public Administration Information Management at Southern Illinois University at Edwardsville.
He is married to Christina Powell and has two grown sons. He is an avid golfer and reader.
