David Leezer

Biographical Background

David A. Leezer, CEcD (Certified Economic Developer) has served as an adjunct professor for the SIUE Public Administration and Policy Analysis Department since fall 2008. He primarily teaches classes on Strategic Planning and Needs Assessment. He has also taught Land Use Management, Basic Economic Development, Crisis Management and Livability for the department.

Leezer presently serves as the Director of Economic Development for the City of St. Charles, Missouri. He is the chief department lead for all development and redevelopment projects for the city. The city assets allow for multiple investment opportunities ranging for companies looking to succeed in technology, logistics, advanced manufacturing, retail, tourism, telecommunications and secondary office.

Prior to joining the City of St. Charles, Leezer was Vice President of the St. Louis County Economic Council. He oversaw cooperative ventures among county and municipalities with the goal of making St. Louis County more competitive in economic development.

When he was employed as Director of Economic Development for St. Charles County, Missouri, he worked in partnership with communities to create more than $2 billion in new investments over seven years. He also worked for Ameren (formerly Central Illinois Public Service) in economic development, helping communities improve their marketing and business development efforts. Leezer's other work experience includes director of administration for a small Illinois municipality and economic developer for a four-county planning agency.

Leezer is also the President and Chief Strategy Officer for DaLee Partners, a consulting firm he founded to assist communities and nonprofit organizations create and implement successful, effective strategic plans.

He obtained a B.A. and M.A. in Political Science with an emphasis in Public Administration from Eastern Illinois University. He is a graduate of the Economic Development Institute from the University of Oklahoma. He has also held the designation of Certified Economic Developer (CEcD) since 1992. Leezer has been a member of the International Economic Development Council (IEDC) and serves on the organization's CEcD Advisory Committee and sits as Vice Chair of the Accredited Economic Development Organization (AEDO) accreditation committee for IEDC.

Leezer and his wife Pat live in St. Charles. She is a successful residential real estate agent for Coldwell Banker Gundaker's Route 94 & Bluestone Drive office in the City of St. Charles. They are the parents of one son, Nathan, who is in his second year of college studying mechanical engineering at Missouri University of Science & Technology in Rolla.
