Dr. John Foster
John Foster joins the Department of Public Administration and Policy Analysis at SIUE as an Assistant Professor. He completed a Ph. D. in Public Policy and Administration and a Master degree in Public Administration from the University of Kentucky. His teaching and research interests include public finance and budgeting, particularly at the state and local levels, quantitative research methods, education policy, program evaluation, policy analysis, and economics for the public and nonprofit sectors. Professor Foster's dissertation examined the effects of voter ideology, state ethnic demographics, and tax exporting on the tax structures that state and local governments implement.
He is currently a member of a research team that is conducting an evaluation, which is funded by the National Science Foundation, of the Appalachian Math and Science Partnership. The NSF-funded program provides training that is intended to improve math and science education in K-12 schools in the Appalachian regions of Kentucky, Tennessee, Virginia, and West Virginia. He is teaching Introduction to SPSS, Quantitative Analysis, and Public Budgeting.
