Biographical Background


Dr. Powell is the Chairman of the Board of the Regional Justice Information Service (REJIS) Commission supporting public sector governmental agencies within Missouri, Kansas and Illinois, and the Chief Strategy Officer for cEdge Software Consultants. In these roles he provides strategic leadership, advice and guidance for all aspects of business operations and support for public sector and federal agencies, as well as commercial concerns.

Just prior to his selection as the Chairman of REJIS, he was the General Manager/Chief Operations Officer of REJIS from July 2008 to September 2016. He was directly responsible for all REJIS support activities for a myriad of public sector agencies across the State of Missouri, Eastern Kansas and Southwestern Illinois.  He provided active leadership of more than 150 personnel and more than $17 million in contracts annually. He was personally accountable for ensuring all REJIS solutions met or exceeded contract and client expectations. From 1997 to 2008, Dr. Powell served as the Director of Midwest Operations with Unisys Corporation’s Federal Systems Division, where he was directly responsible for all business operations and support activities to a myriad of Department of Defense agencies.

Dr. Powell retired from the United States Air Force in 1996, with his last assignment as the Program Manager for International Passenger Operations at Headquarters Air Mobility Command. His assignments over a 28+ year career included a variety of Air Transportation, Logistics Management, and Quality Management positions at locations throughout the world. His last two assignments were at the Major Air Command (corporate) level where he managed the contract operations at eight commercial airports valued at more than $10.5 million annually and planned, developed and executed policies, procedures, process improvements and plans relative to air transportation terminal complexes worldwide and implemented quality management practices to optimize mission operations.

Dr. Powell received his undergraduate degree in Transportation Management and Business Administration from Wayland Baptist University, an M.A. in Human Resource Development and Management from Webster University, and a Doctorate in Applied Management and Decision Sciences with a specialization in Leadership and Organizational Change from Walden University. He has authored numerous articles on strategic planning, cultural/organizational change, leadership, and customer relationship management. He is a respected speaker on leadership and organizational change.

Dr. Powell was the President and Senior Advisor to the Board of Directors of the Scott/St. Louis Chapter of the National Defense Transportation Association. He served on the Executive Steering Committee for the Washington University's Center for the Advancement of Information Technology. He was senior advisor to the Small Business Committee of the Armed Forces Communications and Electronics Association. Additionally, he is an adjunct professor in Contract Management and Strategic Pricing for both the Information Technology Master’s and the Procurement and Acquisitions Master’s programs respectively at Webster University; and is an instructor in Public Administration Information Management and Organizational Leadership at Southern Illinois University Edwardsville.

Dr. Powell is a Vietnam Veteran who has been highly decorated for his leadership and ability to instill operational excellence. He is married to Christina Powell and has two grown sons. He is an avid golfer and reader.
