Biographical Background

 Mike has over 38 years of professional experience in the field of local government having worked in a number of communities in Illinois in administrative and management roles. Throughout his professional career, Mike has directed planning and development in both small and medium sized communities overseeing the preparation of neighborhood, comprehensive community and corridor plans. Mike has
extensive experience in working with communities in designating and administering enterprise zones as well as structuring and negotiating Tax Increment Financing projects. He further has expertise in strategic economic development planning, including targeted business location studies, marketing and
promotion, site selection analysis, structuring of economic incentives for projects and developing land use regulatory measures to achieve desired results. Having worked a good portion of his professional career with metro-east communities, Mike is familiar with legislative and growth management issues impacting the region and has developed a rapport with both public sector and private sector business and community leaders.

Mike has achieved status as a member of the American Institute of Certified Planners (AICP) and further is a Certified Economic Developer (CEcD). Both professional certifications require continuing education and Mike continues to exceed the requirements. He also has served on the boards of professional organizations including; Illinois State Section APA, Illinois Development Council, Illinois Enterprise
Zone Association and the Illinois Tax Increment Association. Mr. Pierceall is often called upon to be a speaker and presenter at state association conferences and training workshops. He further serves as a part time instructor in the Public Administration and Policy Analysis Department at Southern Illinois University Edwardsville.

Mike is a licensed Real Estate Broker with Barber Murphy Group, a commercial & industrial real estate firm serving Southwestern Illinois where he specializes in providing services to clients on business development and site selection. He further serves as an appointed member of the Edwardsville Zoning Board and Edwardsville Planning Commission.
