Biographical Background

David A. Leezer, CEcD, FM has served as an adjunct professor for the SIUE Public Administration and Policy Analysis Department since the fall of 2008. He primarily teaches classes on Strategic Planning and Needs Assessment but has also taught Land Use Management, Basic Economic Development, Crisis Management and Livability courses.

Leezer serves as the Director of Economic Development for the City of St. Charles, Missouri. He is the chief department lead for all development and redevelopment projects for the city.

Prior to joining the city, Leezer was Vice President for the St. Louis County Economic Council He oversaw cooperative ventures among county and municipalities with the goal of making St. Louis County more competitive in economic development.

From 1999-2006, he was employed as Director of Economic Development for St. Charles County, Missouri and worked in partnership with communities to create new investments in the county. He also worked for Ameren (formerly Central Illinois Public Service) in economic development, helping communities improve their marketing and business development efforts. Leezer's other work experience includes director of administration for a rural western Illinois municipality and economic developer for a four-county planning agency in north central Illinois.Leezer is also the President and Chief Strategy Officer for DaLee Partners, which assists communities and nonprofit organizations create and implement successful, effective strategic plans.

He obtained a B.A. and M.A. in political science with an emphasis in public administration from Eastern Illinois University.  He is a graduate of the Economic Development Institute from the University of Oklahoma.  He has also held the designation of Certified Economic Developer (CEcD)since 1992 and Fellow Member (FM) since 2014.  He is a member of the International Economic Development Council (IEDC) and serves as Chair of the organization's Sustainability Committee and also sits on the Accredited Economic Development Organization (AEDO) accreditation committee.
