The general purpose of this course is to introduce students to American government in action, the theory and practice of public policy. That objective is achieved through studying the history of public policy, the social context of public affairs, the role of politics, public policy processes and the ethics of public service. Emphasis will be placed on analyzing and explaining the action and inaction of American citizens, interests, and governmental institutions in connection with various policy issues. In addition to that, it is my specific objective to present the political theory that undergirds the historical foundations and the current approaches to public policy and public administration.

As a consequence of the twofold concerns of this course, throughout the semester the classical theoretical writings of political scholars will be explained and compared with the political practice of current public policy. In accomplishing these core objectives, students will learn how to think analytically about how policies and administrations affect people and conditions in America. Such integration will increase the understanding of the structuring of policy problems, the formulating of policy solutions and the implementing of methods used to administer such policies.
