Building Maintenance is responsible for the maintenance and repair of the buildings, building equipment, electrical service, and interior and exterior lighting and signage. Skilled electricians, carpenters, painters, plumbers, and laborers perform work in this section. Building occupants are encouraged to report maintenance problems to Facilities Management. Assistance in reporting these problems is greatly appreciated. On-line work order requests may be submitted through Facilities homepage at: http://www.siue.edu/FACILITIES/fmserv/workorder.htm Emergent repairs should be reported to the Service Desk at ext. 3711. Work is scheduled according to priority as follows:
PRIORITY 1: Emergent need involving systems failure or for the health, welfare, and/or safety of the University community.
PRIORITY 2: Urgent maintenance that does not impede safety, but one that results in impaired operation of classes or other University operations.
PRIORITY 3: All other routine maintenance work or departmentally-funded work.

While the primary goal is maintaining the physical facilities, when requested, Facilities Management also maintains departmental equipment, furniture, specialized classroom equipment, etc. This work is completed on a charge-back basis. Services provided for local accounts presently are charged a 49.5% overhead for labor. Services for state-supported units are billed direct labor and material cost.
To request service for a department; i.e., repairs or installation of departmental equipment or furniture, a Service Requisition should be completed and forwarded to Facilities Management at Box 1039. All requests are departmentally funded. A General Improvements Request (GIR) is required when the request modifies a physical facility or when an estimate is needed. Instructions and procedures regarding the GIR process are available through the Service Desk at extension 3711.
Every effort is made to comply with the department's request and to meet the date of service; however, Service Requisitions received too late may force the use of overtime and increase costs considerably. Ideally, the GIR/MOD is returned approved in time to procure required materials and schedule the work. On-line service requests are available on http://www.siue.edu/FACILITIES/fmserv/workorder.htm.

The Facilities Management
Job Cost System charges all routine and departmental requested work
to the appropriate account. Departmental requests on service requisitions
or General Improvements Requests (GIR) receive monthly billing reports
when month-to-date labor or material charges are expensed. Facilities
Management's policies regarding renovation and departmental work
are
available in the Fiscal
Officer Handbook. A monthly
report of all charges is forwarded to the Accounting Office for appropriate
charge to University accounts through the Financial Accounting System.

The mission of Building Services is to provide quality custodial service to the University academic buildings using available resources.

Building occupants who were on campus over the summer are well aware of the
changes in trash/recycling pick up. Trash is now picked up every other
week, recycling picked up every other week as well. Any questions should be
directed to Steve Brandenburg at extension 2069.*

The Customer Service Department is the central liaison for the University community and Facilities Management to resolve service problems. The office follows up on routine and departmentally requested work, compiles information concerning services, and maintains the Facilities Management Homepage and Clip Board (departmental bulletins) to inform the University community of services and ongoing projects.

The Grounds Maintenance Department is responsible for a wide variety of services including:
Turf maintenance: mowing, trimming, fertilizing, watering, etc.
Tree and shrubbery maintenance: planting, watering, pruning, fertilizing, etc.
Landscaping around existing buildings
Athletic field preparation and maintenance
Exterior and interior pest control
Exterior litter and trash control
Snow removal
Minor road and parking lot repair
Office furniture moving and delivery (at the expense of requesting department)
Maintenance of indoor University plants in public areas only
University special events and functions
The Grounds department coordinates departmentally requested work (moving, etc.) with its routine maintenance work. Facilities Management requires adequate notice to meet required service dates.

HEATING,

The operating engineers and technicians are responsible for the operation and maintenance of the heating, ventilating, and air conditioning (HVAC) systems of campus, and for building access. Responsibilities include centrally managing utilities and maintaining conditions within the campus buildings at the lowest expense. Building engineers are assigned to a group of buildings to investigate malfunctioning elevators, ceiling leaks, receptacles without power, temperature complaints, etc.
Plant operating engineers are assigned to the Heating and Refrigeration Plant.
Temperature and Ventilation Problems
All requests to modify room temperatures in state supported buildings should be directed to extension 3711 during normal business hours. If a problem occurs in an academic building after normal business hours, contact the H & R Plant, extension 3513; follow the instructions in the message. A building engineer will be dispatched to investigate and correct temperatures as required.
If service is not adequately addressed, or if there are repetitive problems, call Ed Matecki at extension 2258.
Wastewater Treatment Plant

SIUE operates its own Wastewater Treatment Plant. It is located north of the campus core adjacent to the Environmental Resource Training Center. This plant has a current design capacity of 1 million gallons per day and services the core campus, Cougar Village, University Park, and the residence halls.

Key Control provides door and furniture keys for departmental personnel and door recoring upon request from fiscal officers. For security reasons, University door keys cannot be sent through the mail. Keys should be requested on key request forms; door recoring and furniture keys require a service requisition. Departments will be billed for these services. Excerpts from the University Key Policy are available on http://www.siue.edu/POLICIES/6f2.html.
Lost keys pose a risk to University personnel and property and must be reported immediately to University Police and Key Control. Expense to recore is funded by the department responsible for the loss since the loss of keys can result in substantial work and expense.
Door and lock maintenance are considered routine building maintenance; therefore, repairs are a service provided by Facilities Maintenance. Office hours at the Supporting Services building are from 7am to 3:30pm.
Beginning Monday, February 4, 2002, all keys for the Edwardsville campus were available for pick up ON CAMPUS. Those notified that a key was ready could pick it up between the hours of 8am and 4:00pm at the Bursar's office on the University Business (west) side of the first floor of Rendleman Hall.
There was no change in the key policies or the requesting and approval process for keys. Nor was there any change in procedures for key distribution in Alton or East St. Louis.
An exterior keyless access program was installed on the Edwardsville campus
buildings in spring, 2007, and is maintained by Key Control. Approved
staff and students who require after-hours access to the building will
swipe their SIUE ID card to gain access. Interior card access may also
be considered for departmental space. The address for instructions/forms

Effective January, 2007, a schedule to change from keyed to keyless
after-hours access to the exterior doors of main buildings on Edwardsville
campus was implemented. Approximately two buildings were activated each
month through the spring semester. The SIUE I.D. card is used to gain
entrance by swiping the card through a hardware unit attached adjacent to
the door. FM and OIT worked together to ensure a smooth transition for the
SIUE community.
Keyless access for exterior doors was granted to all employees currently
issued exterior door keys. Key Control coordinated keyless access
implementation with departmental contacts to assist employees with any
required paperwork. Prior to keyless activation of a building, Key Control
requested that department contacts collect exterior keys from
employees. Employees who had questions or problems with access were
directed to contact Key Control at 650-3201/650-3200 or email

Graduate or other students requiring after-hours building access because of
assigned job or class duties require approval from the appropriate
administrative dean or director. Student access is limited to one semester
and requires renewal each semester. The approval form is available at
www.siue.edu/FORMS.
After Christmas Break, 2007, the original (red and white) SIUE I.D. cards
will no longer operate the swipe units. It is recommended that employees
who still have the original (red and white) SIUE I.D. card obtain the new
I.D. card at no charge from the SIUE Service Center located in Rendleman
Hall. If the magnetic stripe is worn on a new I.D. card, a reissued SIUE
I.D. may be required to work with the swipe units.

ARCHITECT
& ENGINEERING SERVICE

The Campus Architect office is responsible for developing architectural specifications and standards for the University. Staff may act as consultants for renovations and repairs, in addition to capital projects. Staff also perform or participate in final inspections and acceptance of construction projects.

TRANSPORTATION

University Transportation Service is responsible for the operation and maintenance of a fleet of over 180 licensed vehicles available for use by faculty, staff, and certain University organizations in the performance of their duties. Approximately 30 vehicles, including sedans, station wagons, vans, and buses are available on a daily basis. Faculty and staff whose duties require frequent travel are eligible for special assignment vehicles but departmental approval is required.

HOURS: Transportation Service office hours are Monday - Friday 8 a.m. to 12 p.m. and 1 p.m. to 4:30 p.m. for vehicle reservation and pick up. Vehicle keys can also be picked up at the SIUE Police Department before 8 a.m. or after 4 p.m. Call Ext. 3100 to reserve a vehicle or leave a reservation message and callback number.
RESERVATIONS: Vehicle reservations are made on a first come first serve basis and no guarantees are made for last minute reservations. Reservations may be made by phone: (618)650-3100, by fax: (618)650-3103, or by email: Box 1004. A form has been provided for mail and fax responses on Transportation's forms page. Information required includes:

If the department discovers that a reservation is no longer needed, please call (618)650-3100 to cancel the trip. The cancellation fee will be waved as long as Transportation is notified before the scheduled pick-up date and time.
Pick-Up/Return: Drivers pick up keys and vehicles on the day and time scheduled at the Transportation Office located in the Supporting Services Building. Drivers may be asked to show their current valid drivers license and an SIUE ID. Personal vehicles may be parked in the Supporting Services parking lot. Vehicles must be returned on the date and time scheduled. An outdoor receptacle is provided for after hours return of keys, credit cards, and gas receipts.
Only authorized employees may drive University vehicles. Authorization is obtained by filling out a Driver Approval Form. Please fill out the form and mail to Transportation Services, Box 1004 or fax to x3103. Additional training is required for employees who need to drive the 14-passenger buses.
Interdepartmental charges are made for each trip. Rates include fuel and vehicle upkeep and/or repair expenses. Parking tickets, traffic citations, etc., are the responsibility of the driver. Parking fees, tolls, etc., will not be reimbursed by Transportation, but should be included on the driver's Travel Voucher through his/her department.
In some cases use of a leased vehicle is appropriate or necessary. Transportation Service will handle all requests for such transportation. Regulations do not allow the use of University vehicles by any other than University faculty, staff, and approved students. The service of the University Transportation Garage can NOT be used for the repair or service of private vehicles.
