Before joining SIUE,
Mr. Zhou was a consulting engineer for more than seven years, first with
Santec Consulting Ltd., then with Dayton & Knight Ltd., both of Canada.
He has extensive experience in analysis, design, construction management
of water and wastewater treatment plants and public works infrastructures.
He is a registered Professional Engineer in both the United States and
Canada.
