Your Cougar Card is an all-purpose card that can be used for identification, meal plans, vending and admittance to SIUE buildings and events. Every student, faculty member and staff member is eligible to obtain a card and open a debit account. Although entrusted to you while you are enrolled at or employed by Southern Illinois University Edwardsville, the Cougar Card remains the property of the University.

Your Cougar Card can access two monetary accounts: a debit account (money that can be spent anywhere the card is accepted) and University Housing meal plans.

To use the Cougar Card debit feature, you must deposit money into your Cougar Card account before making your first purchase. Deposits by check or cash to your debit account may be made in person at the Service Center in Rendleman Hall.

To make a deposit by mail, complete the deposit form in this brochure and mail it with your deposit to Service Center, Campus Box 1080, Southern Illinois University Edwardsville, Edwardsville, IL 62026-1080. Deposits will be posted to your account upon receipt.

Debit account deposits (cash only) also may be made at any of the CSVT machines in the laundries of the residence halls and Cougar Village and Lovejoy Library. You also may use these machines to check your debit balance.

University Housing meal plans are purchased at the same time as your University housing accommodations. Please refer to the University Housing package for details about University Housing meal plan requirements.

Decoded or damaged Cougar Cards may be rejected by the card readers.

  • Do not bend, fold, or expose your card to excessive heat, washing, or other damaging elements.
  • Do not pass your card through any other system (e.g., automated bank tellers), as decoding may occur.
  • Do not let the black strip on your card rub up against another card's black strip, as decoding may occur.
  • Do not leave your card on or near a TV, stereo, telephone, microwave oven, or other electromagnetic equipment.
  • Do not punch holes in your card. This may make it unusable in any reader.

No, not for the first card, but there is a $15 fee for a replacement card. There are some exceptions:

  • Students, faculty or staff who obtain Social Security number or name changes after receiving their initial card.
  • Magnetic stripe will not work, re-encoding does not fix the problem, and the card was not damaged by the cardholder
  • Bar code will not read

You may obtain a statement at any time from the Service Center.

Your balance will be shown on receipts received after transactions. If you have more than one account, the balance shown will be only for the account just accessed. Current balances also may be obtained from the Service Center or for (from?) the debit account at any CSVT.

If you are a student, you may not close your debit account or withdraw funds except when you graduate, withdraw from the University, or enter into Military Service for six months or more. You must go to the Service Center and complete a refund request form. Due to administrative costs, balances less than $5 will not be refunded. Balances greater than $5 will be refunded via your student account.

No. The Cougar Card works similar to a checking account, accessing debit accounts for campus locations only. Cash withdrawals are not available.

Report a lost/stolen card immediately to the Service Center at (618) 650-2080. A fee of $15 may be assessed for a replacement card.

Photo identification (e.g. drivers license or other photo ID) must be presented at the card office before your Cougar Card will be replaced.

Unauthorized use or use by a party other then the person identified on the Cougar Card, as well as tampering with or altering the card, warrants confiscation and possible disciplinary action by the University.

Your Cougar Card may not be held by a University department for any reason. Your card is very important. Keep it in your possession at all times.
