Prior to joining the SIUE faculty, Dr. Elliott was a faculty member
at the University of Wisconsin-River Falls. He received the 1987
Amoco Award for Teaching Excellence and was the 1985-86 President
of the Illinois Economic Association. His articles on a methodology
for measuring public library benefits have won the 1996 and 2002
best article awards in The
Bottom Line.
Professor Elliott has had extensive business experience. He has
participated in economic impact studies for Gateway International
Raceway, development of brownfield sites, area hospitals, and the
SIUE/SIU systems. He has also done consulting work regarding pricing
strategies, state tax policy, property tax assessment, local tax
policy, public-sector labor negotiations, local economic development
and toxic-waste sampling procedures. He is a member of the American
Economic Association, National Tax Association, and Illinois Economic
Association.
Dr. Elliott has published in numerous journals including Econometrica,
Growth and Change, Public Finance Review, Journal of Economic Education,
Intergovernmental Perspectives, Research in Higher Education, International
Journal of Retailing, Journal of the American Real Estate and Urban
Economics Association, Behavioral Science, Review of Regional Studies,
Innovative Higher Education and College Student Journal.
His current research interests are the development of transportable
cost-benefit models for public libraries and the measurement of
potential benefits from redevelopment of urban brownfield sites.
He has received research support from numerous external agencies
including the federal EPA and the Institute for Museum and Library
Services.
