SECTION 3 - BASKETBALL - MEN & WOMEN

  1. REGULATIONS FOR ALL CONFERENCE COMPETITION
    1. SCOUTING
      1. There shall be no exchange of scouting information on conference teams within the conference or with non-conference opponents, except as stipulated in the video exchange policy (item b below.)
      2. There shall be an exchange of two video tapes (women) and three video tapes (men) of a conference or non-conference opponent with each institution. (Effective 10/11/05) The exchange shall follow these guidelines:
        1. New VHS tapes, recorded at the fastest speed are to be used.
        2. Tapes should be copied and the quality checked before mailing; first class mail is to be used. All overnight, express delivery requests are to be paid for by the institution making the request.
        3. The tape should be in the mail no later than three days after the game requested.
        4. Each coach will submit a composite of requests for tapes to each conference coach by November 15 for men, and by November 1 for women.
        5. All tapes should include audio and regular updates on game time and score. Tapes should be left on during the entire contest and the display turned off. Cameras should be mounted on a tri-pod, and a copy of the game boxscore included with the tape.
    2. EQUIPMENT
      1. The host institution shall furnish the basketballs necessary for the visiting team to practice and all necessary equipment for efficient management of the game.
      2. The home team shall wear light shirts; the visiting team shall wear dark shirts.
      3. The Conference shall designate an official conference ball.
    3. COURTESY PHONE LINE
      Each conference school shall have one (1) courtside courtesy telephone hook-up available for use by the visiting conference team's radio station, at no cost to the visitors, during conference basketball games. This line will be for use by the visiting team's primary radio station, as determined by the visitor's athletic director. The number of this courtesy telephone should be made available to the visiting SID and radio station when weekly basketball information is exchanged between SIDs. The visiting school using the telephone line is responsible for any long distance phone charges incurred by the radio station.
    4. MEDIA TIMEOUTS
      NCAA rules for electronic media timeouts will be followed for both men's and women's games.
    5. OFFICIALS
      1. Basketball officials shall be appointed and assigned by the Supervisors of Officials. Officials shall be subject to rules and regulations governing their operations and working conditions as established by the Commissioner.
      2. A person shall not be appointed or retained as an official if the person's other employment or conditions might affect the efficiency or quality of the person's officiating. A person employed by a conference institution shall not be appointed as an official for a contest involving the employing institution.
      3. The Supervisors of Officials are expected to observe as many officials as possible during the year. The Supervisors are authorized to secure reports from competent observers and to secure other information regarding the qualifications of officials.
      4. The fee for the officials shall be established by the Conference. The contract of employment is the responsibility of the Director of Athletics of the host institution. The fee for officiating must be established at the fall meeting 12 months in advance of the season in which it takes effect.
      5. The host institution shall provide a private, secure, and adequate meeting-locker room for the officials one hour prior to the starting time of the game.
    6. CROWD CONTROL
      In addition to the crowd control measures outlined in under Section 1.A.4.a, the following measures shall apply in the sport of basketball:
      1. The NCAA rule that non-playing personnel are not permitted within six (6) feet of the endline of the court shall be strictly enforced.
      2. Officials will deal immediately and firmly with violations of the rule given in part a. At most one warning will be given for noncompliance. Following a warning (or without prior warning in extreme cases), spectator interference in the area within 6 feet from the endline will result in a technical foul for unsporting conduct to the home team and its head coach. Each subsequent such interference will also result in further technicals until such time as conditions warrant a forfeiture.
  2. REGULAR SEASON COMPETITION
    1. Schedules shall be prepared by the Commissioner for approval by the conference. Saturday doubleheaders will be scheduled to begin at 1:00 p.m. (local) whenever the visiting team is more than 150 miles from their campus, unless both athletic directors agree to a later starting time. (Effective 8/1/06)
    2. The rescheduling of any postponed basketball game shall be done by the participating athletic directors and the conference commissioner at the earliest possible date, with the commissioner making the final decision.
    3. Any change in an approved basketball schedule shall be coordinated through the Commissioner's office and approved by the conference.
    4. The first game of a double header must be scheduled no more than two hours and fifteen minutes before the starting time of the second game. The second game of women's and men's conference double headers shall begin as scheduled by the home team, except that the second game shall begin no less than 25 minutes following the end of the first game.
    5. When a team travels to two road games without returning home in between, the host institution for the second game shall be responsible for providing a three hour block of practice time between noon and 10 p.m. on the day between games. Visiting teams must notify the host institution of their intent to schedule a team practice time in the host facility no later than November 1. In the event that the host institution's facility is unavailable, the host coach should make every effort to secure an alternative practice site for the visiting team.
    6. The host team will be responsible to provide a reasonable practice time of one hour for each men's and women's visiting teams to practice the day of the scheduled game.
    7. (Women only) For league contests, the host institution is responsible for supplying a tape of the game, using a new tape, to the visiting team by the end of the second contest of the afternoon/evening. If the visiting team is not given the tape by the end of the second contest, the host institution shall send, via an overnight carrier, a copy of the tape to the visiting institution the next day at the host team's own expense.
    8. Women: Coaches are required to evaluate officials on a conference approved evaluation form and submit their evaluations to the Women’s Basketball Officiating Consortium (WBOC) web site, within 72-hours of the competition. Men: Coaches may evaluate officials on a conference approved evaluation form and submit their evaluations to the conference office every Tuesday by 5 p.m. (central time)/6 p.m. (eastern time).
    9. Host institutions for Thursday conference games are prohibited from making their facility available to visiting teams for practice on Wednesday.
  3. CONFERENCE CHAMPIONSHIP COMPETITION
    1. The Conference champion shall be designated on the basis of a season ending eight-team, single elimination tournament, to be scheduled one week prior to the NCAA Regional Championship.
    2. Regular season standings shall be determined by the percentage of conference games won. Ties shall be broken by the following criteria: (Multiple teams tied see 1.c.4) (Effective 10/11/05)
      1. Intradivision Criteria: Ties between teams in the same division are broken first using, in order:
        1. Head-to-head competition
        2. Overall record versus divisional opponents
        3. Head-to-head competition with the remaining divisional institutions in order of their divisional standing (each team’s record vs the team occupying the highest position in the regular season divisional standings and then continuing down through the standings until one team gains an advantage) • When arriving at another pair of tied teams while comparing records, use each team’s record against the collective tied teams as a group (prior to their own tiebreaking procedures), rather than the performance against individual tied teams. • If three or more teams are tied in the standing, the same procedures would be used.
        4. Overall road record versus divisional opponents
        5. Head-to-head competition with the institutions in the other division, in order of their divisional standing, considering only contests where one of the tied teams lost to an opponent at home and the other defeated the same opponent on the road (e.g. E1 and E2 are tied in the East Division.E1 defeated W1 at W1.E2 lost to W1 at home (E2).The advantage would go to E1.) or Head-to-head competition with the institutions in the other division, in order of their divisional standing, considering only contests where the tied teams played the same opponent at home or played the same opponent on the road. (e.g. E1 and E2 are tied in the East Division. The results of E1 and E2 both playing at W1 can be compared or the results of W1 playing at both E1 and E2 can be compared.)
        6. A coin flip by the conference commissioner
      2. Interdivision Criteria: After ties between teams in the same division are broken using the intradivision criteria, ties in the standings between teams in different divisions are broken using, in order:
        1. Head-to-head competition if the win is on the road
        2. Head-to-head competition with all remaining institutions in order of their overall conference record played at the same site, considering only contests where the tied teams played the same opponent at home or played the same opponent on the road. (e.g. E4 and W5 are tied. W1 has the best conference record. If E4 played at W1, then only the results of E4 at W1 and W5 at W1 would be compared. If E4 hosted W1, then only the results of W1 at E4 and W1 at W5 would be compared.)
        3. Head-to-head competition if the win is at home
    3. The conference tournaments shall be held the week prior to the NCAA Regional Tournaments
      1. The top three teams from each of the divisional standings, along with two wild card teams will qualify for the eight-team tournament, on the basis of the highest percentage of conference games won in competition with other member institutions during the regular season. In the event that the two wild card teams come from opposite divisions, they will assume the #4 place finisher in their respective divisions. In the event that the two wild card teams come from the same division, the higher seeded team (fourth place team) will assume the #4 place finisher in its division and the lower seeded team (fifth place team) will assume the #4 place finisher in the other division (e.g. E4 and E5 are the two wild card teams in that order. E4 would assume the position of the #4 place finisher in the East and E5 would assume the position of the #4 place finisher in the West). (Note: With the determination of the placement of the wild cards team explained in this section, the need for two sets of schedules no longer exists.)
      2. The conference commissioner is authorized to summarize operating procedures for the conference tournament in a tournament participant manual as long as such procedures are in accord with policies listed in this Handbook. the provisions of the participant's manual may be reviewed and changed by the Conference at any Conference Meeting or by the GLVC Executive Committee at any time.
      3. The schedules for the tournament will be determined by the Conference Commissioner and the Host (Roberts Stadium) on the Sunday preceding the tournament. In even numbered years, the women's quarterfinal games will be played on the first day of the tournament, and the men's quarterfinal games on the second day of the tournament. In odd numbered years, the men's quarterfinal games will be played on the first day of the tournament, and the women's quarterfinal games on the second day of the tournament.

        Friday:
        Game 5: East #1 vs. West #4…Noon
        Game 6: West #2 vs. East #3…2:30 p.m.
        Game 7: West #1 vs East #4.…6:00 p.m.
        Game 8: East #2 vs.West #3…8:30 p.m.

        Saturday:
        Game 9: Winner game 1 vs. Winner game 2…Noon
        Game 10: Winner game 3 vs. Winner game 4….2:30 p.m.
        Game 11: Winner game 5 vs. Winner game 6…6:00 p.m.
        Game 12: Winner game 7 vs. Winner game 8…8:30 p.m.

        Sunday:
        Winner game 9 vs. Winner game 10…1 p.m.
        Winner game 11 vs. Winner game 12…3:30 p.m.

      4. Practice times - Teams will follow practice times set forth in the GLVC Basketball Tournament Participant Manual.
      5. Officials will be assigned by the conference Supervisors of Officials and paid by the conference. In each game the higher-seeded team will be the home team, wear light jerseys, and occupy the bench on the right side of the scorer's table (looking behind the scorer's table).
      6. Tournament Administration and Policies
        1. The men's and women's basketball tournament committee will assist the conference commissioner with the administration of the tournaments.
          1. The conference will pay for housing, meals and transportation expenses (at the standard conference rate) for up to five days/nights.
        2. Tickets
          1. (a) No complimentary tickets will be issued
          2. (b) Admission will be general admission, with prices for students. adults, and sessions books set by the conference
        3. Pass Lists - The conference will not honor passes issued by the conference in accord with Section 1.A.4.C.iii. Passes for game officials as assigned by the conference and any media passes issued by the conference In addition, pass lists limited to the following for each institution will be used: 20 participants (including players, coaches, managers, trainers, SID); 12 cheerleaders (including mascots), and 25 pep band members. Institutions requiring more than these numbers may purchase them in accordance with item ii above.
        4. Sports Information - The GLVC SID is responsible for the management and preparation of all public relations for the tournament (media credentials, press row, media hospitality, post-game interviews, statistics, etc.). Each conference SID is required to attend the tournament and assist with responsibilities given by conference personnel. The conference commissioner, conference SID, will coordinate these efforts and assign responsibilities. Teams advancing to the tournament should bring 25 media guides, and 25 sets of game notes and statistics, for distribution to the media. SIDs of teams advancing to the semi-final and final games are responsible for providing updated game notes and statistics for the next day's game.
        5. Radio policy - Space will be provided for each participating institution's home radio station, as designated by that institution. All other stations will be served on a first-come, first served basis in accordance with NCAA radio policy. Broadcast of the GLVC Basketball Tournament must conform to the general broadcasting policies established by the NCAA. All stations broadcasting from the tournament must sign a radio agreement with the GLVC and receive written permission to broadcast. At the discretion of the conference commissioner, stations desiring to broadcast, with the exception of student operated station, any game or session of the tournament must make application, and forward in advance to the commissioner a line charge fee of fifty dollars ($50). This line charge fee is applicable to all origination stations, regardless of the method of distribution employed. All commercials must conform to NCAA sponsorship restrictions. Radio station banners may be displayed directly in front of the designated broadcast area, but only during the actual broadcast.
        6. Television policy - A minimum rights fee of two hundred dollars ($200) per game (for live or same-day telecast), or a fee of one hundred twenty five dollars ($125) per game for a next-day or later telecast, will be assessed.
        7. Revenue - All revenue, as specified in the basketball tournament contract, will accrue to the conference.
    4. If unexpected termination of competition before completion of the conference tournament, the automatic qualifier will be determined as in C.1 based on games completed prior to the termination of the season. If necessary, Sections 1.C.4 and 1.C.5 will be applied.
  4. AWARDS (See Section 1 ALL SPORTS, part D. AWARDS; the following are specific additions or changes to the general guidelines given there.)
    1. All-Sports Trophy Points will be determined by regular season standings.
    2. All-Conference Team A first and second team, each consisting of five players, and an additional 10 honorable mention selections, shall be selected.
    3. Player-of-the-Year Award The Player of the Year Award for the most valuable basketball player will be presented to the player who receives the greatest value of points in the voting for the All-Conference Team.
    4. Coach-of-the-Year Award (Women) The award shall be known as the Chuck Mallender Coach-of-the-Year Award.
    5. All-Tournament Team An All-Tournament Team, consisting of the top five players, shall be selected by a panel of SIDs and Media.
    6. Tournament MVP The Tournament MVP will be presented o the player who receives the greatest value of points in the voting for the All-Tournament Team.
  5. COACHES ASSOCIATION
    1. The coach of the men's basketball coaches association is elected in the spring of odd numbered years for a two year term; the chair of the Women's Basketball Coaches Association is elected in the spring of odd numbered years for a two year term.
    2. Each Coaches Association shall meet at least once annually, either in person or by conference call. Such meetings shall be scheduled by the conference commissioner.
    3. All women's coaches are required to be voting members of the Women's Basketball Coaches Association (WBCA) and all men's coaches are required to be voting members of the National Association of Basketball Coaches (NABC).
    4. A report of the fall minutes shall be filed with the conference prior to Dec. 20. A report of the spring minutes and the championship event shall be filed with the conference prior to the first scheduled session at the spring conference meeting.
  6. PUBLICITY AND STATISTICS
    1. The Conference Sports Information Director is responsible for the collection, tabulation and distribution of all conference statistics and publicity. Institutional Sports Information Directors shall submit statistics and all relative information to the Conference SID each Sunday at an assigned time. The press release shall be disseminated on Monday morning to all Conference institutions, designated media outlets, and posted on the GLVC's web site. Box score from the previous weeks games shall be posted on the GLVC web site or sent via text document to Conference SIDs by the Conference Sports Information Director.
    2. Each SID will send the following information for basketball to the week's upcoming conference opponents:
      1. Updated numerical rosters
      2. Updated statistics and results
      3. Probable starters
      4. Visiting media list including fax numbers and any toll-free 800 numbers
      5. Box scores from the previous weeks games
      6. The number of media guides necessary for visiting media
      7. Visiting radio courtesy line phone number
        The information should be exchanged no later than noon Monday. At the game, the host SID should pass out all pertinent game material to all media attending.
    3. A Player of the Week will be chosen and released to Conference members by the SID for basketball. The SID of each institution is responsible for nominating one person each week as necessary for Player of the Week consideration.
    4. The Conference Sports Information Director will compile a composite schedule to be released to the commissioner and all conference SID's one week before the season begins. Conference members are encouraged to provide updates to schedules as necessary due to cancelled or postponed contests
